About SCF:
Sindh Community Foundation (SCF), established in 2001 and registered under the Societies Act in 2007, is a non-governmental organization based in Hyderabad, Sindh. It focuses on empowering marginalized communities—especially women, youth, and minorities—through initiatives in education, health, climate change, youth development, and social justice. SCF holds special consultative status with the UN ECOSOC and is PCP certified. With regional offices across Sindh, SCF has earned national and international recognition for advancing community resilience and rights-based development.
Background:
The Women Economic Empowerment Fund (WEEF) is a climate-responsive, women-led economic endowment initiative established by Sindh Community Foundation to support women entrepreneurs, artisans, and workers in climate-vulnerable regions of Sindh. The Fund provides seed grants, interest-free loans, green skills development, market linkages, and post-disaster livelihood recovery assistance.
The Managing Director will provide strategic leadership, financial stewardship, and operational oversight to ensure the Fund’s sustainability, growth, and long-term impact.
Purpose of the Position:
The Managing Director is responsible for the overall leadership, management, and scaling of WEEF. The role ensures that the Fund operates as a transparent, financially sound, climate-resilient, and women-centered economic mechanism, delivering sustained and measurable impact. The Managing Director will be based at Hyderabad Sindh, with frequent travel to program districts.
Reporting Line:
Reports to: Executive Director, Sindh Community Foundation (SCF)
Accountable to: Fund Governance Committee for strategic oversight, policy direction, and performance review of the Women Economic Empowerment Fund.
The Managing Director will work in close coordination with the Executive Director, SCF to ensure alignment with SCF’s institutional vision, governance standards, and women-centered climate resilience programming.
Key Roles and Responsibilities:
A. Strategic Leadership & Vision
- Lead implementation of the Fund’s vision, mission, and five-year growth strategy
- Position WEEF as a flagship women-led climate-resilient finance model in Sindh
- Identify opportunities for scale through partnerships, co-investment, and innovation
B. Fund Management & Financial Oversight
- Oversee capital allocation, disbursement, reinvestment, and liquidity management
- Ensure endowment capital preservation, with only approved profits utilized
- Supervise quarterly financial statements, annual budgets, and cash-flow projections
- Ensure compliance with donor, financial, and regulatory standards
C. Governance & Compliance
- Serve as executive liaison to the Fund Governance Committee
- Ensure alignment with approved policies, risk frameworks, and ethical standards
- Support annual independent audits and address findings
- Ensure legal registration and statutory compliance
D. Programmatic Oversight & Impact
- Oversee selection, approval, and monitoring of women beneficiaries
- Ensure integration of climate resilience, green economy, and gender equality
- Monitor impact indicators (income growth, resilience, recovery)
- Approve post-disaster recovery and anticipatory financing actions
E. Resource Mobilization & Partnerships
- Lead fundraising, donor engagement, and impact investment outreach
- Develop proposals for grants, equity, and blended finance
- Build partnerships with financial institutions, private sector, and global networks
- Represent WEEF at national and international forums
F. Capacity Building & Market Systems
- Oversee mentoring, business development services, and market access
- Support establishment of display centers and buyer linkages
- Promote green and eco-friendly business innovations
G. Team Leadership & Management
- Lead and supervise finance and program staff
- Promote accountability, transparency, gender inclusion, and learning
- Approve workplans and performance evaluations
Key Deliverables:
- Annual Fund operational and investment plans
- Quarterly financial and programmatic reports
- Annual audited financial statements
- Donor and investor funding secured
- Growth in Fund capital and outreach
- Documented climate-resilient livelihood recovery cases
Required Qualifications & Experience:
- Master’s degree in Finance, Economics, Development Studies, Business Administration, or related field
- Minimum 10–15 years of relevant experience
- Proven experience managing endowment or revolving funds
- Strong understanding of women’s economic empowerment and climate resilience
- Demonstrated donor engagement and fundraising experience
- Excellent leadership and communication skills

Compensation, Benefits & Employment Terms:
- Monthly Salary Range: Up to PKR 150,000 to 200,000 (gross)
- Salary is all-inclusive and subject to applicable tax laws
- Full-time, performance-based position
- Initial 36 months subject annual performance to continue
- Contract renewal subject to annual appraisal and fund performance

Code of Conduct and Child Safeguarding & Protection Policy:
SCF has a staff Code of Conduct and a Child Protection Policy which have been developed to ensure the maximum protection of program participants from exploitation and to clarify the responsibilities of SCF staff, consultants, visitors to the program and partner organizations, and the standards of behavior expected from them. In this context staff have the responsibility to the organization to strive for, and maintain, the highest standard in day-to-day conduct in their workplace in accordance with SCF’s core values and mission.
