Position Objective: 

This donor-funded initiative strengthens locally led humanitarian action across Pakistan by working through local CSOs to prepare for and respond to acute emergencies (floods, droughts, heat waves, and related shocks). The project prioritizes equitable partnerships, due diligence, capacity strengthening, and timely, coordinated delivery in collaboration with NDMA/PDMA/DDMA, clusters, and relevant authorities.  The position holder will serve as a central point for the following objectives;

  • Lead the Program Management Unit (PMU) to deliver the project through local partners—on time, on budget, and in compliance.
  • Create cohesion across Programmes and Support functions (Finance, Logistics/Supply Chain, HR) to secure timely support to partners.
  • Ensure strong partnership/localization practice and due diligence.
  • Oversee budget and award management with robust financial controls.
  • Drive high-quality MEAL and quality assurance in close collaboration with the MEAL Manager. 
  • Lead technical planning (DIP, scoping, financial and logistical plans) in close collaboration with the PDP Manager.

Relevant Experience: 7–10 years program management experience with 4+ years in Humanitarian/emergency contexts in Pakistan.

 Job Description:

Mission 1: Ensure effective Project and Partner management:

  • Develop effective working relations with implementing partners, stakeholders, line departments, and community leaders.
  • Supervise and monitor implementing partner field activities and ensure quality program implementation through systematic, data-oriented feedback.
  • Lead a systematic, comprehensive mechanism for spot checks with partners.
  • Use the partner risk mitigation matrix to plan and address challenges efficiently.
  • Project Monitoring: Ensure continual and adequate monitoring of project progress to confirm systems are working to achieve objectives and results.
  • Ensure that project management tools including DIPs, BFUs, PPPs, and HR Plans are fully operational and used by teams.
  • Work closely with partners for accurate budget utilization, cash flow management, and financial reporting; ensure documentation meets ACF standards.
  • Project Archiving: Ensure that all project data is timely and efficiently archived at the end of the project period as per ACF SOPs.
  • With support of the Program Development Manager, organize and execute capacity-building events for local partners.

Mission 2: Inter sectoral Coordination for quality project implementation:

  • In collaboration with Program Development, Technical, and Support Departments, develop and maintain updated project scope documents, detailed implementation plans, and budget follow-ups.
  • Project Funds Management: Oversee budget utilization and keep all concerned informed of funding status and utilization.
  • Prepare budget revisions when necessary in coordination with implementing partners and inform internal departments and donors in a timely manner.
  • Oversee administration of project budget in coordination with the Finance team, including control and monitoring of project-related expenditures, cash flow management, and preparation of monthly/quarterly accounts (vouchers, invoices, receipts) and interim and final financial reports/PPPs.
  • Align on the MEAL plan, indicators/IPTT, data collection tools, QA protocols, and accountability mechanisms.
  • Oversee timely and quality procurements (goods, consultancies, and services) in coordination with the Head of Program and Logistics; ensure timely payments to vendors.
  • Reporting: Ensure preparation of weekly, monthly, annual, and end-of-project reports as required by ACF, government, donors, and other stakeholders in coordination with the MEAL Manager. 

Mission 3: Proactively support ACFs commitments to GISE, Safeguarding and CHS

  • Implement all work related full understanding and promotion of ACFs Gender Minimum Standards, Safe guarding & Child Protection Policies
  • Ensure and encourage the incorporation of gender equity principles in all policies and activities
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Mission 4: Representation of ACF Pakistan

  • Represent ACF in relevant platforms including that related to promoting localizations and ensure sufficient resource allocation.
