for Hiring of Technical Vocational Training Service Providers (TSPs)/TEVT Institutes
in District Rajanpur for conducting Technical vocational training of men at the
village/cluster level for the - Year 2026
Preamble
Pak Mission Society (PMS) is a national humanitarian and development organization established in 2004 by a group of Christian professionals with a collective vision to reach to unreached and bring hope, dignity, and respect by sharing love through emergency relief efforts as well as long-term rehabilitation and development programs.
PMS holds a valid MoU with the Economic Affairs Division (EAD), Government of Pakistan. It is also certified as an NPO under the evaluation standards of the FBR and accredited by the Pakistan Centre for Philanthropy (PCP). Since its inception, PMS has reached and served marginalized communities regardless of race, gender, ethnicity, class, religion, or social background. The organization promotes holistic transformation and development through transparent, fair, and rights-based humanitarian and development initiatives.
Pak Mission Society (PMS) is currently implementing a 36-months development project titled "Strengthening and Rebuilding Resilience of Flood-Affected Communities in Rajanpur." This project, funded by Humedica International with support from the German Ministry of Economic Cooperation and Development (BMZ), aims to enhance disaster resilience and livelihood capacities in 35 village communities severely affected by floods in district Rajanpur.
As part of this project, PMS aims to partner with a qualified training institute, firm, or organization to empower 100 male trainees by enhancing their technical and vocational skills over six months. The objective is to equip participants with market-relevant skills, enabling them to secure wage employment or establish self-employment opportunities in in-demand trades.
Purpose of Consultancy
The selected training institute, firm, or organization will be responsible for establishing community-based training centers equipped with adequate resources to deliver non-residential employable skills and vocational training. The training will cover the following trades for male trainees:
1. Driving Skill - Long-Term Vehicle (LTV)
2. Auto/Motorcycle Repairing
3. Electrician and Solar Technology
4. Basic Mobile Repairing (Manual and Android Mobiles)
The training programs will be conducted over a period of six months per trade, utilizing approved curricula and training modules tailored for low-literacy participants. The non-residential training center will be established in two locations: Union Council Lundi Saidan and Hajipur, Tehsil Jampur, District Rajanpur. This setup aims to provide accessible training opportunities to local communities.
To ensure employability, the training will focus on practical sessions (minimum 80%) complemented by theoretical instruction (up to 20%). The training will be delivered in the local language, Seraiki, to facilitate effective learning and understanding.
Description and duration of the training.
The Duration of Vocational skills training will be around Six months, starting from 1st January, 2026, to 30th June, 2026. After completion of courses, the trainees will be awarded certificates from the institute/organization/department and it must be affiliated with the accredited authority of Punjab Skills Development Funds (PSDF). Selected Training institute will provide Six-months theoretical and practical classes at the community level (selected Venue). The program will also explore opportunities for Job placement and job training with public and private sector organizations. The program will also sensitize the potential employers for providing the placement to the trained community the program will link the trainees with the other relevant organizations, markets and MFIs.
Outputs/Deliverables of Training Institute/Organization
- Under this agreement Institute/Organization would be responsible for imparting vocational skills for Six months on mutually agreed courses to selected trainees provided by PMS as per standards of TEVTA. The average class size shall be around 20 to 30 trainees per course for men. The TSP is bound to provide a training lab at the local level, which is accessible to all identified trainees. The list of trade wise will be provided by PMS team after signing of agreement.
- Establish training labs/ workshops of desired trade as required
- NAVTEC/PSDF approved/aligned curriculum.
- Provision of training consumable items as per need of the trade.
- Printing of training manuals for trainees.
- Ensure a clean, secure, and suitable learning environment including, but not limited to access to water & sanitation facilities, workshop furniture and fixtures and basic tools.
- Selected TEVT Institute will hire experienced/qualified TVET instructors for training
- Ensure retention of 80% of enrolled students. Monitor and ensure attendance of each student at-least 80-85% monthly.
- Selected Institute/Organization will conduct Assessments on monthly basis.
- Ensure Practical work 80% and theoretical 20%. work
- Class Hours will be for 3 hours daily and 26 days in a month.
- Ensure that trainers follow the curriculum; use the training manual and weekly assessments are conducted by trainers to track the trainee’s progress.
- Conduct pre and post-test of trainees to know about before and after impact.
- Maintain attendance sheets and other records including visitor remark register, consumable stockpiles etc.
- The selected Institute/Organization will register all trainees with TTB or any other recognized authority for certification.

Organization’s (PMS) Responsibilities
- PMS will provide a list of potential trainees to selected Institute/Organization.
- PMS will provide a Basic tool kit to each learner enrolled in the training program, who successful completion the training course.
- Relevant information regarding the participants.
- On-going monitoring of training quality.
- Support in centers identification and finalization.
Safeguarding and protection of the girls in TVET centers
PMS is committed to zero tolerance to all forms of violence against children, beneficiaries and staff including sexual exploitation, abuse, harassment, abuse of authority and discrimination. PMS adheres to strict safeguarding and child protection policies. Therefore, selected organisation is to comply with these policies and principles, and maybe requested for more information for background checks and security clearances.
When working with children or beneficiaries you must always:
- Conduit interactions That are safe, appropriate, and sensitive to the feelings of the concerned person.
- Immediate report an concern relating to the safety or welfare of child, adolescent or personnel you are in contact with through complaint response mechanism
- Behave appropriately; make sure that language is moderated in their presence and refrain from comments that may cause discomfort or offence.
- Avoid inappropriate physical contact with a beneficiary. All male personnel had to be accompanied by a female staff member when interacting with female trainees.
- Be sensitive to local norms and standards of behavior towards children and adults at risk. Where local norms and standards of behavior contravene this code of conduct – or any of the Safeguarding policies or guidance documents – the policies and standards take precedence.
- Do not take photographs or videos without consent taken from the beneficiaries.
Essential and Desirable Experience/Qualifications
- Training Institute/Organization with a specialized team having extensive demonstrated experience of at least 3-5 year in providing training on TVET Skill/trades, preferably in donor funded projects.
- Expert men trainers in the team are required as per the need of program, Trainers minimum qualifications should be diploma or certified trainer in relevant trade /practical experience teaching in required trade.
- Flexible characteristics and attitude for situational adjustments and modification during implementation will be added value.
- Valid registration with authorized government department
- Valid trades registration certificate of PSDF or NAVTEC/TEVTA for the desired trades.
- Knowledge of the local languages (Seraiki/Balochi) and culture in the project district will be preferred.
Selection of training institute/organization
Training institute/organization will be hired/on-board through a competitive process which will provide training to selected trainees by providing the following services.
- Provision of approved training curricula from any GOVT authority.
- Arrangement of spaces for training centers (room size 12x18) all the other arrangements (training equipment, sitting arrangement for trainees as required)
- Establishment of lab, equipment as per need of the training (Training space, technical Equipment’s, trainers, and consumables).
- Provision of certificate to the trainees after successful completion.

Selection criteria
- Overall institutional experience in delivering technical and vocational training programs (minimum 3–5 years preferred).
- Experience in South Punjab region, particularly in Rajanpur or neighboring districts, demonstrating contextual understanding and community linkages.
- Availability of qualified trainers and instructors with certified expertise in relevant trades.
- Proven record of completed assignments with reputable organizations in similar training or skill development initiatives.
- Valid legal registration and accreditation with relevant authorities such as NAVTTC/PSDF Punjab-TEVTA.
- Submission of relevant staff CVs, including trainers, coordinators, and administrative personnel.
- Quality and alignment of curriculum with national standards and local labor market needs.
- Availability of training tools, equipment, and consumables to ensure practical skill delivery.
- Realistic and logical training timeline/work plan aligned with project implementation schedule.
- Cost efficiency and budget realism, ensuring quotes are within ±25% of the standard budget (excessively high or low quotes to be excluded).
The organization served the right to accept or reject any proposal without giving any reasons. As per course identifications and requirement PMS can award consultancy to more than one firm/ Institutes for maintaining quality of work and timely completion of the training activity as required.
