Job Summary:

The Field Officer is responsible for supporting the day-to-day implementation of project activities at community and field level in close collaboration with the Project Manager and Project Officer. The role will support community mobilization, Community-Led Disaster Risk Management (CLDRM), disaster preparedness, early warning, anticipatory action, trainings, awareness sessions, and field coordination. The Field Officer will maintain regular contact with communities and local stakeholders, support field data collection and documentation, and ensure that assigned activities are implemented properly and on time.

 

Key Responsibilities:

  • Support the implementation of assigned project activities at community and field level according to the project work plan, implementation schedule, donor requirements, and project standards.
  • Conduct regular field visits to target communities and maintain close communication with community members, volunteers, local leaders, and other relevant stakeholders.
  • Support community mobilization and organize community meetings, awareness sessions, consultations, trainings, drills, and other project activities.
  • Support Community-Led Disaster Risk Management (CLDRM) assessments, including participatory hazard, vulnerability and capacity assessments, and help communities identify their main risks, vulnerable groups, and available capacities.
  • Support communities in developing or updating community preparedness and action plans based on identified hazards, vulnerabilities, and local capacities.
  • Support the establishment or strengthening of community disaster management committees, volunteer groups, and focal persons using existing community structures.
  • Assist in training community volunteers, focal persons, local leaders, and other community members on disaster preparedness, disaster risk reduction, early warning, and anticipatory action.
  • Support the development and strengthening of community early warning and communication arrangements and help ensure that warning information reaches vulnerable households in a timely and clear manner.
  • Support community preparedness drills, simulation exercises, and awareness activities based on locally identified hazards and preparedness priorities.
  • Assist in identifying and documenting vulnerable households and support pre-registration of potential beneficiaries using approved project vulnerability and targeting criteria.
  • Support field-level activities related to anticipatory action, including preparedness measures, trigger-based actions, readiness activities, and other approved support arrangements.
  • Maintain regular communication with Union Council representatives, local government staff, community leaders, volunteers, and relevant stakeholders and share important field information with the Project Officer and Project Manager.
  • Support coordination meetings between communities, Union Councils, government departments, and other stakeholders as required by the project.
  • Collect field information, attendance records, participant details, assessment data, feedback, photographs, success stories, and other required information using approved project tools.
  • Ensure that field records and supporting documents are complete, accurate, and submitted to the Project Officer on time.
  • Support MEAL activities, including participant registration, pre- and post-training assessments, activity monitoring, feedback collection, and verification of project results.
  • Report implementation challenges, community concerns, risks, delays, and other important field issues to the Project Officer and Project Manager in a timely manner.
  • Support documentation of lessons learned, good practices, community experiences, and findings from drills, simulations, and other field activities.
  • Ensure meaningful participation of women, persons with disabilities, older persons, and other vulnerable and marginalized groups in community activities.
  • Follow Donor and GSF safeguarding, PSEAH, child protection, accountability, and Feedback and Complaints Response Mechanism (FCRM) requirements during all field activities.
  • Listen respectfully to community questions and concerns and refer complaints, feedback, or safeguarding concerns through the approved mechanisms.
  • Provide logistical and administrative support for field activities, including preparation of materials, participant arrangements, venues, and other approved field requirements.
  • Perform additional duties as assigned by the Project Manager/Management to support effective project delivery.

Basic Qualifications:

Bachelors degree in a relevant field such as Development Studies, Sociology, Disaster Management, Social Sciences, Environmental Sciences, or other related field.

Minimum Experience 2-3 Years in relevant field, preferably in community development, disaster risk reduction, humanitarian response, disaster preparedness, or related projects.

Preferred Skills:

Good communication, community mobilization, coordination, and interpersonal skills.

Basic understanding of disaster risk reduction, community preparedness, early warning, anticipatory action, and community-based disaster management.

Good field coordination and documentation skills, with the ability to collect and maintain accurate activity records.

Basic skills in MS Office, data collection, monitoring tools, and report writing.

Ability to work respectfully with communities and diverse stakeholders, including women, vulnerable groups, local leaders, and government representatives.

Good organizational and time management abilities and willingness to work in field locations.

Willingness to travel frequently to target communities and work flexible hours as required for project implementation, preparedness activities, and emergency or anticipatory action requirements.
