The Poverty Graduation of Extremely Poor and Flood-Affected Households (PGEP) is a US$134.2 million project jointly financed by the Islamic Development Bank (IsDB) and the Government of Pakistan (GoP). The four-year project is being implemented under the Ministry of Poverty Alleviation and Social Safety (MoPASS) in 25 of the poorest and flood-affected districts of Pakistan. The project supports the Government’s development priorities under Uraan Pakistan and is aligned with the IsDB Food Response Programme and the Sustainable Development Goals (SDGs), with a focus on reducing extreme poverty and economic vulnerability, promoting sustainable livelihoods and employment, and strengthening the resilience of poor and vulnerable households to climate-induced shocks.

Job Description

  • Work under the overall supervision and guidance of the supervisor and provide technical support for effective operation of the PGEP MIS and IT systems.
  • Coordinate with the MIS Consultant for customization, testing, and operationalization of the PGEP MIS in line with Programme reporting requirements.
  • Provide technical orientation and support to Partner Organizations (POs) for timely, accurate, and complete MIS data entry and reporting.
  • Monitor basic data-entry issues and coordinate with POs and the MIS Consultant for timely resolution of system-related problems.
  • Support the development, customization, testing, and maintenance of mobile applications and digital tools for Programme interventions and field monitoring.
  • Provide technical support to PMU and PO staff in the effective use of mobile applications, smartphones, tablets, and digital data collection tools.
  • Support development and maintenance of online dashboards, Programme progress updates, and digital reporting tools.
  • Provide day-to-day technical support for IT networking, hardware/software, internet connectivity, user access, website/web-page management, and other IT requirements.
  • Assist in maintaining appropriate data backup, security, user access controls, and confidentiality of Programme information.
  • Maintain basic system documentation, user guides, and troubleshooting records to support consistent use of MIS/IT systems by PMU and PO users.
  • Coordinate with software developers, MIS consultants, and service providers for system updates, bug resolution, and technical enhancements.
  • Support integration of MIS outputs with M&E requirements and assist in generating timely Programme monitoring and reporting information.
  • Provide timely and practical technical solutions to MIS/IT issues, escalating complex matters to the relevant consultants or service providers where required, with minimum disruption to Programme operations.
  • Perform any other related duties assigned by the supervisor.

Qualification and Experience

  • Minimum 16 years of education in Software Engineering / Computer Sciences or related discipline.
  • Advanced certifications in networking, development of mobile monitoring/GIS based reporting tools etc. will be considered as an advantage.
  • Minimum 5 years of experience in software development, mobile applications development and working with MIS preferably in development sector.
  • Experience and skills in IT, network management, web page management etc.
  • Ability to provide effective solution with minimum lag time.
