Objectives of the Consultancy

The objectives of the consultancy on SRH Resilience Building Strategic Framework in Sindh are to: 

  1. Develop a tailored Strategic Framework for SRH resilience building in Sindh, aligned with provincial and national priorities;  
  2. Develop a capacity plan for Sindh-based stakeholders, including government, NGOs, and community groups, to design and implement effective SRH interventions;  
  3. Foster partnerships and coordination among stakeholders to ensure a unified approach to SRH resilience building in Sindh; and  
  4. Ensure accountability by including key indicators and metrics for monitoring and evaluating SRH resilience-building efforts in the province.  

Description of Assignment

The consultancy assignment for SRH Resilience Building Strategic Framework in Sindh involves developing a comprehensive strategic framework to strengthen the resilience of Sexual and Reproductive Health (SRH) systems in Sindh, Pakistan. The assignment requires conducting a situational analysis of SRH services and systems in Sindh, identifying gaps and opportunities for resilience building, and developing a tailored strategic framework that addresses the specific needs and challenges of the province. The consultant will engage with stakeholders, including government officials, NGOs, and community leaders, to gather insights and input, and will develop a framework that prioritizes evidence-based interventions, capacity building, and partnerships to enhance SRH resilience in Sindh. The final product will be a strategic framework document, complete with implementation plans, monitoring and evaluation metrics, and a roadmap for scaling up SRH resilience-building efforts in Sindh. 

Tasks for SRH resilience building strategic framework.

  • Conduct a comprehensive review of existing literature, policies, and programs related to SRH, resilience building, and public health in Sindh Province.  
  • Assess current SRH infrastructure, services, and capacities in the Sindh Province   
  • Identify gaps, challenges, and opportunities for improving SRH resilience in Sindh Province.  
  • Stakeholder Mapping and Engagement: In Partnership with UNFPA and Pathfinder, identify key stakeholders involved in SRH service delivery in Sindh, including government agencies, NGOs, healthcare providers, community leaders, and beneficiaries. and especially the Pool of MISP-trained resource persons within DoH and the Private health sector to engage with these stakeholders to understand their perspectives, priorities, and challenges related to SRH resilience.   
  • Incorporate principles of equity, gender sensitivity, and cultural appropriateness throughout the framework.  
  • Ensure alignment with national and international frameworks, policies, and guidelines for SRH and resilience building.   
  • Ensure that the SRH resilience framework is integrated with broader disaster risk reduction efforts in Sindh, leveraging existing DRR mechanisms and platforms to mainstream SRH considerations into disaster preparedness, response, and recovery efforts.   
  • Document capacity building efforts of Sindh related to resilient SRH services and MISP and identify capacity gaps among SRH service providers and stakeholders in Sindh and training needs to build their capacity in providing resilient SRH services, including emergency response, psychosocial support, and gender-sensitive care.   
  • Documentation and Knowledge Sharing: Document the process of developing and implementing the SRH resilience framework, including methodologies used, best practices, challenges faced, and lessons learned, to inform future SRH resilience efforts in Sindh and beyond.

A: Comprehensive Landscape and Framework:
Utilizing UNFPA’s MISP Readiness Assessment, existing Health Facility Assessments, the consultant will conduct and develop: 

  1. Thorough assessment report of SRH services and infrastructure status in Sindh, including vulnerabilities.  
  2. A comprehensive strategic framework for SRH resilience building in Sindh, outlining goals, objectives, strategies, and action plans to strengthen SRH services and systems in the face of various common challenges, such as natural disasters, monsoon drought, and health emergencies. 
  3. Update and integrate climate change key findings in consultation with UNFPA into RBSF.
  4. Conduct and Facilitate Workshops in Sindh with RRG and other stakeholders for input and endorsement on RBSF. 
  5. Community Engagement and Participation: Design and include community-based initiatives to raise awareness about SRH issues, promote healthy behaviors, and empower communities to demand and access resilient SRH services.  

 

B: Monitoring and Evaluation Mechanism:   
Establish a robust monitoring and evaluation framework to track progress in implementing the SRH resilience framework, and measure outcomes and impacts. This should also be integrated within the public sector health services and approved by DGHS / DoH and should be part of PC1 & PC4 documents.

 

C: Resource Mobilization:   
The consultant will assist in the PC 1 Draft development that is aligned with the RBSF for resource allocation and conduct a stakeholder resource mapping during RRG Meetings to establish potential streams to mobilize financial and technical resources from various sources, including government budgets, donor agencies, and private sector partnerships, to support the implementation of the RBSF in Sindh.

 

D: Sustainability Planning:  

Develop a sustainability plan to ensure that resilience-building efforts are maintained and scaled up over the long term, even after the consultation period ends.

Provide recommendations for policy reforms and advocacy strategies to strengthen the legal and policy environment for SRH resilience in Sindh, including ensuring access to essential SRH services, protecting reproductive rights, and addressing gender-based violence.

Desired Qualifications and expertise

The consultant is expected to have the resources such as laptops and/or computers for the 
analyses, report writing, and appropriate competencies needed to fully execute the scope 
of this consultancy. The consultant should have: 

  • Master’s degree in social science; or a related field with at least 3-5 years of related experience
  • Significant experience in quantitative data analysis 
  • Experience in writing qualitative/narrative reports. 
  • Excellent analytical, and typing skills, and attention to detail. 
  • Experience and/or knowledge of SRH, and climate resilience intervention(s) 
  • Advanced knowledge of Emergency Preparedness and Response Frameworks 
  • Advanced knowledge of SRH needs during Emergencies. 
  • Prior experience with costed plans development
