Objective of the Consultancy
Ministry of National Healh Services Regulations & Coordination is going to launch Prime Minister Program for Hepatitits C Elimination nationwide in collaboration with all provincial and regional governments from fiscal year 2020-21. The success of the program is dependant on the meticulous planning and a robust coordination mechanism between the public/private sector stakeholders. The MoNHSR&C has planned to establish National/Provincial Planning, Development and Monitoring Units for Hep C with the technical and financial support of USAID funded GHSC PSM project. These PDMUs will work closely with provincial Hepatitis Control Programs/Departments of Health and act as nerve centers for all Hep C related activities. These PDMUs will help provinces to achieve their targets in time and will be provided with skilled human resource. Program Officer Hep C will provide support to the incharge of provincial PDMU and will also establish a close liaison with federal PDMU/provincial Hepatitis Control program.
Principal Duties and Responsibilities
The consultant will be responsible to support Hep C Specialist by performing the following duties:
- Monitor and report provincial KPIs in line with M&E framework for provincial hepatitis control programs;
- Field monitoring visits/desk monitoring for quality assurance of Hep C reported data;
- Prepare periodic reports/briefs based on regular analysis of data to government and other relevant stakeholders;
- Assists in identifying strategic and policy outcomes from monitoring data to communicate to the concerned quarters for evidence based decisions;
- Monitor and report progress on KPIs for Hep C diagnostic/treatment related logistics indictors at each tier of supply chain;
- Qualitative & Quantitative analysis supported with statistical inference of Hep C diagnosis, treatment trends, medicines stock sufficiency etc. using SPSS and other statistical tools;
- Assists in logistics management of trainings and other activities;
- Transfer data from paper formats into database systems;
- Any other task assigned by supervisor.
Required Skills and Qualifications
The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
- Master's degree in Public Health/Epidemiology/Biostatistics/Economics/Applied Sciences or equailent related Social Sciences. Post graduate degree with a major in aforementioned fields will be highly preferred
- Minimum of three (3) years of experience in monitoring and evaluation, impact assessment, social science research;
- Experience of working in health-related project will be preferred
- Excellent interpersonal and communications skills
- Demonstrated skills in writing quality M&E reports inclusive of advanced analysis and data presentation
- Fluency in written/spoken English required
Deliverable(s):
- Monthly/Quarterly analytical reports;
- Data reporting compliance
Period of Performance and LOE
The expected duration of the assignment is nine (9) months with a total LOE (Level of Effort) of 180 days, distributed as maximum 20 working days per month.
Supervision
The consultant will report directly to the Incharge Hep C-Provincial PDMU/Country Director USAID GHSC PSM project.
