POSITION:                         Program Officer Program Development & Strategy

COUNTRY PROGRAM:         Pakistan

LOCATION:                         Islamabad

RESPONSIBLE TO:              Coordinator Strategy & Development 

 

JOB SUMMARY:

The main purpose of this position is to work with the program development & strategy unit and provide support in designing the country strategy and fundraising efforts including donor mapping, donor cultivation and developing robust programs and proposals.

SPECIFIC ACTIVITIES:

  •   Provide support in finalizing of the ARC strategy for year 2019- 2020 in Pakistan aligned with its core values and programmatic focus.
  •   Regularly update, maintain and follow up on the new funding opportunities vis-a vis its programmatic areas. This includes Regularly update donor mapping and lead the  donor cultivation plan.
  •   Analyze identified notices of funding opportunity (NOFOs)/requests for applications (RFAs) and conduct and lead the internal process of program development.
  •   Conducts regular and thorough research to grow and maintain a short, medium, and long term pipeline of institutional funding opportunities (USAID, The World Bank, DFID)
  •   Schedule and initiate go/no go decision meetings and drafts proposal timelines.
  •   Serve as Team Lead on assigned proposal opportunities, which includes keeping proposal teams adherent to internal and external proposal deadlines.
  •   Edit and draft proposals/applications as necessary, depending on strength of team and volume of submissions and submission of completed proposal packages.
  •   Coordinates the Program Development Community of Practice, which includes field-based program staff and strategic potential partners from government and other non-      government sectors.
  •   Develop a proposal win-loss database to facilitate learning and strategic thinking across the
  •   Identify opportunities for collaboration across other agencies (e.g. donors, foundation, UN, INGOs, Local organizations) and liaise as needed to strengthen information     

EDUCATIONAL REQUIREMENTS:

  •  Master's degree in Social Sciences or in a relevant subject.
  •  At least 05 years' experience in implementation of program and proposal development
  •  Excellent Proposal writing skills and verbal communication skills.
  •  Experience of networking with diverse partners and donors
  •  Excellent analytical and problem solving skills
