Conducting Baseline of DPOs (Disabled Persons Organizations) Capacities in three districts of Punjab

1. Background

Doaba Foundation is a humanitarian organization, certified by Pakistan Centre of Philanthropy (PCP), working in disaster prone areas with the vision “Disaster prone communities becoming self-reliant in pursuit of their common interests”. Doaba’s mission is to improve the quality of life among rural people and, it concentrates on communities prone to disaster. It believes in achieving the goal through optimal utilization of available resources i.e. physical-biological, moral and human. It seeks to build capacities of such communities incorporating even the relief activities into program of preparedness interventions, facilitating emergence of self-reliant communities.

Doaba Foundation with the support of CBM is implementing DPOs capacity building project in three districts (Multan, Muzaffargarh, Layyah) of Punjab. The project is focusing on capacity building activities, which will improve the capacity of 20 potential DPOs. This will happen through capacity assessment, supporting the development of capacity development action plans (for DPOs and their staff), trainings on the identified gaps in capacities.

2. Objectives of the baseline:

There are two objectives of conducting the baseline of DPOs capacity:

  • Objective 1: To identify institutional capacity gaps of DPOs
  • Objective 2: A clear baseline of DPO capacities established to engage and support capacity development.

3. Deliverables

The consultant will be responsible for the following Key deliverables:

       3.1  Comprehensive DPOs Mapping and Assessment Report in hard copies (25 colored copies) and electronic copy.

       3.2  Analysis of assessment and identifying capacity gaps of DPOs for various trainings and other capacity development measures (25 hard copies coloured)

       3.3  Capacity Development Plans of 20 DPOs in hard copies (25 colored copies of each plan) and electronic copies.

       3.4  Pictures, consent forms, hard supporting documents provided by DPO as supporting with their assessment during baseline

       3.5 Present the findings back to DPOs in a workshop

4. Methodology

The consultant/firm/organization will use inclusive and participatory approaches. The consultant/firm/organization will get inspiration and guidance from the CBM program quality frame work, UN conventional on the rights of persons with disabilities, Sustainable Development Goals, & Core Humanitarian Standards in the preparation of tools. The assignment will be carried out by a consultant who is a person with disability. The consultant/firm/organization will submit impartial and neutral report. consultant/firm/organization will do analysis of data (consolidated and organization wise). Doaba Foundation will be responsible to make accessibility, reasonable accommodation, translation and Sign language interpretation in carrying out this assignment. The Doaba Foundation will also be responsible to make transportation and accommodation arrangements for field work in conducting the assignment in three districts.

6. Supervision and Reporting

The consultant/firm/organization will follow minimum quality and accountability standards in in carrying out the baseline study and will submit reports to the signing authority in a timely manner. Doaba Foundation and back donor will give feedback on the submitted reports and consultant /firm / organization will incorporate the feedback in the reports.

7. Required competencies of the consultant/firm/organization

  • The expert should be him or herself a person with a disability as per requirement of the project, an organization headed by persons with disabilities might nominate someone with disabilities
  • Demonstrable Knowledge, skills and experience in undertaking similar baseline studies
  • Demonstrable knowledge, skills and experience of both international and national legal disability frameworks and policies
  • Understanding and experience in managing diversity in the work place.
  • It is desirable the consultant/firm/organization has disability and gender knowledge particularly required for conducting baseline of DPOs in three districts of Punjab
  • Experience in conducting and analyzing both qualitative and quantitative data
  • Experience of managing and facilitating diverse groups
  • Good analytical and report writing skills
