ADVISOR TO PROGRAMME FOR
POVERTY REDUCTION (PPR)

Background of Assignment:

The Italian and Pakistan Governments have entrusted to PPAF the execution of the “Program For Poverty Reduction Through Rural Development in Balochistan, Khyber-Pakhtunkhwa, Federally Administrated Tribal Areas and Neighboring Districts”, in short referred to as “Program for Poverty Reduction (PPR)”. The PPR is composed of Tied & Un-Tied components.

 In order to complete and systematize the program at the best possible quality level encompassing all types of activities and approaches carried out therein towards sustainability and possible replication, PPAF intends to hire services of an Individual Consultant as Advisor.

Relevant Experience:

• Should have at least ten (10) years of experience in management of donor projects, and experience in delivering projects in at least one of the sectors involved – livelihoods or small-scale infrastructure.
• Experience in reporting, managing donor visits and missions and liaising/coordinating with various stakeholders including government.
• Good strategic thinker with ability to formulate strategies and plans (related to the project)
• Excellent report writing and analytical skills shall be required.
• Strong and proven team management capabilities
• Willing to travel across Pakistan.      

 Job Description:

1.      Scope of Work

The consultant is required to work on below mentioned scope of work, under ambit of PPR project. He/she will act as supervisor/advisor for overall Programme for Poverty Reduction (PPR) and project staff as well:

• Management and delivery of all remaining outputs as per PPR workplan and Partner Organization (PO) workplans.
• Management/oversight of PPR unit and lead on interaction with and reporting to internal and external stakeholders (specifically PPAF senior mgmt. and donor/s).
• Ensure smooth implementation of activities and implementation support to partner organizations under Tied & Un-tied quota.

• Ensure closing of all PO financing agreements (with completed targets) before end of PPR project.

2.      Deliverables

• Ensure 100% achievement of outputs against agreed workplan within the project period.
• Provide comprehensive weekly and monthly progress reports to PPAF core management
• Strategize and provide direction to the project on different components such as livelihoods, value chain development, community infrastructure and basic services.
• Interact with donor and monitoring consultant (world bank) to provide any required field Implementation Support to Missions (coordination, logistics, content updates, strategy updates, presentations)
• Manage and supervise all PPR staff ensuring robust performance against agreed upon indicators and providing regular performance updates to senior management.

The duration of consultancy assignment shall be 08 months. The assignment would commence with effect from July 2020
