Role and Purpose:

The Assistant Manager Quality Assurance is a key member of the Management Team. The incumbent Assists Head of QA to plan, strategize and set up robust Monitoring , Evaluation, Accountability and Learning system for the Organization and  will also be responsible  for fostering an environment that promotes learning through well  documented and objectively verifiable research.

KEY AREAS OF ACCOUNTABILITY:

 As a member of Management Team, contribute to:

  • Assist to manage overall QA Unit and System.
  • Participate in strategic planning meetings and reviews and contribute in developing strategies and Country Annual Plan
  • Participate in program development process and review all project proposals developed by Program Units before submission to donors, in particular Log-frame matrix
  • Ensure QA/MEAL and MIS commitments are appropriately incorporated in all proposals for the Organization.
  • Budget QA/MEAL and MIS activities human resources to effectively run and manage an efficient QA/MEAL and MIS system
  • Provide guidance to MEAL and MIS team for facilitating program units in developing Minimum Standards and Standard Processes for all key program interventions to strengthen Compliance and Quality aspects of programs
  • Assist In reviewing data tracking tools/formats/databases of  programs and guide MEAL and  MIS to work as team for data quality, data reliability and data consistency
  • Facilitate QA/MEAL and MIS team in standardization of QA/MEAL and MIS formats/reports in order to ensure quality of QA/MEAL documents
  • Ensure dissemination of key QA/MEAL findings and learning to all relevant management and staff to facilitate them for informed decision making
  • Support program units in undertaking needs assessments, baselines, evaluations and any other research studies
  • Review and finalize documents/reports of  key lessons learnt and coordinate with Director Programs for broader dissemination of learning
  • Provide guidance in developing and scaling up Accountability to Beneficiaries mechanisms which facilitate beneficiaries/communities to register timely complaints and provide feedback on HF interventions
  • Assist in Reviewing and finalizing ‘Accountability to Beneficiaries’ analysis report and disseminate among concerned management and program staff members
  • Technically backstop QA/MEAL team as well as Program teams in managing, performing and prioritizing QA/MEAL tasks
  • Identify capacity building events for QA/MEAL and MIS staff members for system strengthening and sharing of learning
  • Ensure effective and efficient integration and collaboration of MEAL and MIS for quality and synchronized outputs
  • Assist In preparation of management dashboard by involving all key staff members of various units
  • Any other tasks assigned  by line manager

QUALIFICATIONS AND EXPERIENCE

  • Master’s Degree in Development Studies or Social Sciences
  • 6-7 years of Monitoring Evaluation, Accountability and Learning experience with at least 04 years of experience as M&E Technical Lead or heading the grant management to implementing partners preferably with INGOs
  • Strong analytical and research skills
  • Good presentation skills
  • Excellent writing and documentation skills
  • Expertise in databases, MS Office and other analysis software such as SPSS
  • Ability to work under pressure and adjust to difficult living and working condition
  • Strong Interpersonal and Communication skills
  • Good stress management skills
