Country Representative Assistant

General Objectives:

Support the Country Representative (CR) in developing, maintaining and ensuring effective relations with authorities at federal and provincial levels, contributing to context analysis and monitoring, Security and Risk management, Supports in administration, undertakes reporting and operational support activities to facilitate the mission coordination tasks

Key responsibilities include (but not limited to):

  • Supports the Country Representative in the elaboration and execution of the overall national networking strategy in the mission including the identification of potential interlocutors, areas of leverage and within the overall dynamics of the operational environment including but not limited to access, governance and administration
  • Support the Country Representative n(CR) in promoting and protecting the MSF image externally and assisting in context analysis, disseminating relevant context information to the coordination team, regularly informing them on key issues, updating general information on the context for MSF internal documents and advising on cultural appropriateness of organized activities and individual behaviours.
  • Coordinates and ensure the follow up of relevant administrative dossiers such as the MSF registration in the country, working permits, immigration policies, national protocols, etc.
  • Analysing the risks and the security level of the context of the mission and assisting in conducting risk assessments and in the development security plans for the mission and project. Advising the PC and CR on aspects of security management
  • Provides support to the mission operations such as backup support and gap filling for Field Coordinator and Field Coordinator assistant positions in case of need, and Assists in the emergency Preparedness of the mission
  • Assists in exploratory missions and assessments where needed

Networking and negotiated access

  • Supports the Country Representative in the elaboration and execution of the overall national networking strategy in the mission including the identification of potential interlocutors, areas of leverage and within the overall dynamics of the operational environment.
  • Supports the Country Representative in the elaboration and execution of networking/advocacy strategies relating to specific challenges being faced in the mission such as access and administrative constraints.
  • Is responsible for the planning and follow up of meetings including recording and writing up of minutes, maintenance of contact lists and relevant analysis

Reporting

  • Compiles the and draft all the required internal reports of the mission( SitReps, meeting minutes, etc)
  • Coordinates compiles and draft all the external reports to the authorities. That includes but not limited to the MoU registration documents, Semi and Annual Reports, information requested by Law Enforcement Agencies, MoUs and agreements.

Operational support

  • Provides backup support and gap filling for Field Coordinator and Field Coordinator assistant positions in case of need
  • Assists in exploratory missions and assessments where needed
  • Assists in the emergency Preparedness of the mission

Security Management:

  • Maintains a database of external security incidents in Islamabad and the immediate vicinity and provides analysis on a monthly basis
  • In collaboration with the assistant Field Coordinators,  in the projects, analyses security incidents and trends in project locations and provides analysis on a monthly basis

Selection Criteria:

Qualification:

University degree in Social / political sciences, mass communication or related field

Master degree in Social / political sciences, mass communication or related field

Experience:

At least 3 years working experience in similar position with international NGOs or Organizations

Essential

At least 2 years working experience in networking , political, security and humanitarian issues in the country

Essential

Strong understanding of the workings of the different administrations and Governance of the country

Essential

Pervious MSF experience in a similar or Field Coordinator position is an asset

Knowledge & Skills:

Excellent communication skills in English and Urdu

Other Languages (Pashtu and Sindhi) are added advantage

Excellent knowledge of Pakistan context
