Job Description:

The Finance Manager is responsible for overseeing Finance functions for UNICEF funded Systems Strengthening for Maternal and Child Health Supply Chain (" Project") in compliance with Chemonics policies and procedures. The Finance Manager will be responsible for efficient and smooth running of office operations and lead all activities pertaining to administration, finance planning and budgeting.

Principal Duties and Responsibilities (Essential Functions)

As Finance Manager, the employee is responsible for the following principal duties and responsibilities:

  1. Manage the financial affairs and to ensure that most efficient and effective financial control systems and reporting mechanisms are in place.
  2. Analyze and present financial reports in an accurate and timely manner.
  3. Ensure expenditure is correctly authorized and accounted for.
  4. Assist Deputy Country Director Finance, Operations & Compliance in all aspects of project accounting and financial management, particularly strict adherence to Chemonics policies and procedures, USAID rules and regulations, and Pakistani   law.
  5. Manage the accounting cycle, including the processing of accounting transactions in accordance to the general principles of accounting and Chemonics policies and procedures and preparing appropriate documentation of journal entries, payment requests, and general ledger reconciliations.
  6. Ensure that incurred costs are allowable, allocable, and reasonable in accordance with USAID cost principles and Chemonics policies and procedure
  7. Prepare and process timely financial reporting using ABACUS system, including monthly accrual/projection spreadsheets, and ensure timely submission for review.
  8. Prepare and/or review ad hoc analysis and reporting as needed.
  9. Prepare monthly wire transfer requests for submission to the HO.
  10. Prepare submission of all tax withholdings (payroll income tax, deduction at source) to relevant parties.
  11. Prepare payroll and ensure allocation of payroll costs to appropriate general ledger accounts.
  12. Work closely with internal and external auditors during field program audits.
  13. Support Deputy Country Director Finance, Operations & Compliance as a liaison to other administrative and technical components to manage project financial budgeting and expenditure progress.
  14. Any other task assigned by the supervisor.

Required Skills and Qualifications:

  1. Master’s degree in accounting, finance or a related discipline.
  2. 5-10 years of relevant experience in financial administration and management of large, complex projects. Experience managing donor-funded development programs will be preferred.
  3. Excellent interpersonal and communications skills.
  4. Demonstrated leadership, versatility, and integrity.
  5.  Good communication skills.
