ABOUT THE PROGRAMME

Tabeer - Consolidating Democracy in Pakistan (CDIP) is a two and a half year, £22 million, programme funded by the UK Department for International Development (DFID) and Foreign & Commonwealth Office (FCO). The objective of CDIP is to support the consolidation of democratic practice in Pakistan, through strengthening the capacity of its political institutions to be more capable, accountable and responsive to the needs and aspirations of the Pakistani people. The programme works closely with the Electoral Commission of Pakistan (ECP); the Parliament; Provincial Assemblies; political parties; and the civil society. It also provides technical and advisory support to these political/ democratic institutions in building their institutional and functional capabilities.

SCOPE OF WORK

The Security Officer  will help CDIP- Tabeer address the practical security needs for the project and staff and ensures the effective implementation of project security requirements and plans.

Specific duties and responsibilities include but are not limited to the following:

  • Appraise security conditions in programme/ operational areas.
  • Coordinate security measures and practices with operations department.
  • Implement and maintain DAI security strategy, policies, plans and procedures.
  • Maintain and operationalize the DAI crises & incident management plan.
  • Maintain the Project Security Plan.
  • Conduct reconnaissance and security assessment of assessment of operational areas and residences/hotels.
  • Implement a travel management and risk monitor plan.
  • Act as a bridge between field and corporate managers for issues related to security risk and crises management.
  • Write and submit incident reports.
  • Provide security briefings and orientation to project staff, consultants and international visitors.
  • Brief staff on security issues, rules and protocols as required.
  • Oversee the office guards and coordinate with Security Company.
  • Coordinates and oversee staff travel.
  • Accompany international travelers for pick and drop at airport.
  • Ensure international travelers hotel bookings are confirmed before their arrival in country and to other cities in case they have fields travel.
  • Serve as programme focal point for security, ensuring compliance with DAI security policies and developing and executing the project security plan.
  • Maintain the country security plan ensuring it is kept up to date and contains all necessary information about procedures for dealing with security incidents, as well as up to date communications information of all personnel.
  • Ensure security systems are effective and adhered to by all staff and all consultants.
  • Ensure information about the security situation is actively kept up to date, including through participation in any inter-agency security forums in country.
  • Provide all visitors to the programme an appropriate security briefing.
  • Lead regular meetings with key country staff to monitor any security matters and to assess level of security risks.
  • Ensure that security and safety of the office equipment/programme supplies and stock is kept to a high standard, locking away expensive items such as office laptops.
  • Ensure information about the security situation is actively kept up to date, including through participation in any inter-agency security forums in country.

QUALIFICATIONS AND EXPERIENCE

  • Master Degree or equivalent in Security Management or related field.
  • 7-year experience and at least 4 years’ field based Security Management experience in highly complex and insecure settings in preferably more than one area with teams of large numbers of staff
  • A commitment to working constructively with members of other teams and a service-oriented attitude
  • Experience in Security Risk Assessment Model (SRM)
