The Poverty Graduation of Extremely Poor and Flood-Affected Households (PGEP) is a US$134.2 million project jointly financed by the Islamic Development Bank (IsDB) and the Government of Pakistan (GoP). The four-year project is being implemented under the Ministry of Poverty Alleviation and Social Safety (MoPASS) in 25 of the poorest and flood-affected districts of Pakistan. The project supports the Government’s development priorities under Uraan Pakistan and is aligned with the IsDB Food Response Programme and the Sustainable Development Goals (SDGs), with a focus on reducing extreme poverty and economic vulnerability, promoting sustainable livelihoods and employment, and strengthening the resilience of poor and vulnerable households to climate-induced shocks.

Senior Manager Procurement:

 The Senior Manager Procurement shall ensure that the procurements are conducted in a fair and transparent manner; the object of procurement brings value for money to the project, and the procurement process is efficient and economical. The senior manager will oversee procurement processes, documentation, contract and delivery tracking, compliance, coordination with auditors and Partner Organizations (POs), and provide essential administrative support to the PMU.

 Job Description:

  •  Lead and oversee transparent, competitive, and cost-effective procurement processes in accordance with PMU, Government, IsDB, and applicable procurement guidelines.
  • Ensure timely procurement and delivery of goods and services in line with approved specifications, procurement plans, budgets, and project requirements.
  • Establish and maintain effective procurement controls, review mechanisms, and internal compliance systems to ensure transparency, value for money, and accountability.
  • Supervise procurement processes and ensure complete, accurate, and properly maintained procurement records and documentation.
  • Maintain an updated database of Project Financing Agreements and ensure collection, filing, and record management of agreements received from relevant units and POs.
  • Maintain a comprehensive record of Financing Agreements and key procurement information for all Partner Organizations.
  • Support capacity building of POs through procurement orientation, training, and guidance to ensure that community procurement is made as per guidelines of donor and government.
  • Coordinate with Internal and External Auditors on procurement matters and ensure timely responses to audit queries, observations, and recommendations, including provision of supporting documentation.
  • Monitor procurement compliance and identify potential risks, delays, and gaps, recommending appropriate corrective actions.
  • Provide logistic support to the PMU, including coordination of official travel, boarding, lodging, meetings, and related logistical arrangements.
  • Maintain effective working relationships with POs, suppliers, service providers, Government entities, donors, and other stakeholders.

Perform any other procurement and administrative duties assigned by the Project Director.

 Required Qualification and Experience:

  •  Master’s degree or 16 years of equivalent education in Business Administration, Social Sciences or related field.
  • Minimum of 10 years of procurement experience in international or national development sectors.
  • Strong administrative skills, knowledge of procurement rules, and experience in livelihoods asset transfers and community procurement are required.
  • Strong administrative skills to support the program team.
  • Experience of supporting multi-stakeholders’ development sectors projects especially in livelihoods asset transfers.
  • Excellent report writing skills.
  • Experience and skills in managing relationship with partner organizations.
