The Poverty Graduation of Extremely Poor and Flood-Affected Households (PGEP) is a US$134.2 million project jointly financed by the Islamic Development Bank (IsDB) and the Government of Pakistan (GoP). The four-year project is being implemented under the Ministry of Poverty Alleviation and Social Safety (MoPASS) in 25 of the poorest and flood-affected districts of Pakistan. The project supports the Government’s development priorities under Uraan Pakistan and is aligned with the IsDB Food Response Programme and the Sustainable Development Goals (SDGs), with a focus on reducing extreme poverty and economic vulnerability, promoting sustainable livelihoods and employment, and strengthening the resilience of poor and vulnerable households to climate-induced shocks.

Job Description:

  • Lead and oversee HR, administrative, and logistics functions of the PMU in accordance with PGEP policies, procedures, and applicable GoP and IsDB requirements.
  • Manage recruitment, onboarding, personnel records, HRMIS, payroll coordination, attendance, leave, insurance, performance management, and staff exit procedures.
  • Support PMU management in developing and implementing staff KPIs, performance appraisal, capacity building, and professional development plans.
  • Ensure timely communication and effective implementation of HR and administrative policies, procedures, and organizational updates.
  • Coordinate staff training, workshops, team-building activities, and other initiatives to strengthen staff capacity and workplace effectiveness.
  • Maintain confidentiality and ensure proper handling of personnel records and sensitive HR matters.
  • Provide administrative support to ensure smooth and efficient day-to-day operations of the PMU.
  • Manage logistics arrangements for PMU activities, field visits, monitoring missions, meetings, workshops, and other Programme events.
  • Maintain and regularly update records of PMU assets, equipment, inventory, and other resources, ensuring proper utilization and accountability.
  • Coordinate procurement and administrative arrangements related to office facilities, supplies, transport, and other logistical requirements.
  • Ensure compliance with applicable HR, administrative, procurement, and logistics rules and procedures.
  • Perform any other HR, administrative, and logistics duties assigned by the Project Director.

Qualification and Experience:

  • Master’s degree in management sciences or 16 years education with HR specialization or related discipline from HEC recognized university.
  • At least 07 Years of experience in Human Resource Management, general Office Administration and Logistics.
  • Experience working with INGOs, familiarity with local laws
  • Relevant experience of INGOs and Government departments with strong familiarity of rules and regulations.
