Program Manager (Head of
Program)

An International humanitarian and development organization is seeking a Program Manager (Head of Programs) to support its mission of transforming communities through inclusive economic growth, climate action, and good governance. The position is responsible for supporting the Country Director in ensuring effective and efficient project delivery, with a particular focus on planning and coordination, monitoring and technical support, reporting, and compliance.

The duty station for this position is Islamabad, with frequent travel to field locations as required.

KEY AREAS OF RESPONSIBILITY 

• The Programme Manager  is responsible for programme development, capacity building and quality assurance of programmes in Pakistan . S/he is responsible for ensuring alignment of programmes with organizational global policies, donor requirements  and relevant Government policies and requirement 
• The Programme Manager will provide overall programme oversight to the implementation of  Country Office Pakistan Country Strategy and plans, Coordinate the writing of interim , annual reports and preparation of annual plans as well as other ad hoc programme and other reports  .
• Contribute to building and strengthening relationships with implementing partners and coordinate  the development of  agreement with  partners on annual partnerships and specific projects in accordance with given guidelines, approved plans and budgets.
• Establish quality and accountability standards and synergies between the three main specialized sectors of the country programme (GBV, PB, CR/WASH)for the effective  actions and services both in development and humanitarian efforts.
• To identify and coordinate fund raising initiatives' in collaboration with  relevant sector staff and partners of the programme department to strengthen and diversify our funds toward a more sustainable Country Programme.
• Support the Country Director in their leadership role to the Country Office to further organizatuinal goal, objectives and reputation as vibrant organization recognised for its efficient, effective and transparent relief and development work
• As required assist the Country Director in developing  and managing  institutional relationships with host Government and funding partners, such as ACT Alliance donors, Ministry of Foreign Affairs, embassies, UN, ECHO, and EU to secure technical cooperation and financial support.
• As a member of the Senior Management Team (SMT) and on request of the CD provide imputes and  advice on the key functions of the organization, and in development of new policies, routines and guidelines and dealing with issues related to staff and partners’ management.

MAIN TASKS

1. As required advocate with GoP and key donors, strategic role as a reliable partner supporting relief and development initiatives through local partners in collaboration with the Government bodies to support right holders
2. Coordinate sectoral programme activities within  broader country strategic goal and objectives and plans
3. Provide guidance to staff and those of partners on planning, development and management of systems and procedures for new, innovative  and sustainable sectoral programme initiatives including fund raising, project designs, partners’ assessment and projects’ effectiveness
4. Provide substantive analysis of country context through identification of challenges, opportunities, areas for improvement and its relevance with the annual country programme plans
5. Liaise with local partners, relevant Government Departments, donors and external actors for fund raising and provision of financial and technical support
6. Support capacity strengthening of Programme staff and partners, to be able to implement programmes to expected standard 
7. Identify ,develop and diversify funding possibilities in coordination with the CD, programme team and advisors in HQ
8. Provide and/or arraange technical support to programme staff within the three sectors on quality assurance of programme implementation, budget control and reporting
9. Ensure the proper  utilization of PMER systems in line with Country strategy and plans, and ensure that all programmes/projects  are adequately monitored and reported.
10. Ensure programme staff plan and regularly undertake monitoring visits to the projects to ensure that implementation is according to plans and budgets, using the monitoring tools and guidelines and that proper reporting is provided. Also as required undertake field visits to oversee the implementation of the departments programmes /plans
11. Manage the programme department planning process, including the budgeting of the individual programmes and projects, within the time frames, budget and formats given.
12. Provide  close technical support and guidance to ensure the country programme team have  robust implementation of the country programme in line with contracts and approved budgets 
13. Ensure programme representation and that of our national partners in the relevant UN /GOP Clusters, NGO forums, and GOP initiative other coordination arenas in Pakistan
14. Ensure that meetings and consultations are organized with programme staff and less frequently with partners to ensure good coordination and implementation

  OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSTION

• Supervise work of staff under sectoral program departments
• Compliance with organizations security and partner management routines, regulations and SOPs.
• Must be available to travel to the field on short notice.

 QUALIFICATIONS AND EXPERIENCE REQUIRED 

• Masters’ degree preferably in relevant social sciences or development studies 
• Minimum 10 years’ experience of working on cultural cohesion, understanding & diversity projects or other related fields is a must  
• Experience of working with international agency and/or NGO an advantage
• Solid experience of facilitating trainings in leadership, dispute resolution and DNH approach experience of working with international agency and/or NGO an advantage
• Experience of developing programme strategy and strong proposals and reports writing skills
• Proficiency in written and spoken English with good knowledge of Urdu and other local languages
• A good team player with excellent leadership qualities
