Purpose

The Lawyer is responsible for providing specialised legal assistance to vulnerable individuals through legal counselling, legal aid, legal representation, case management support, and referral services. The position contributes to improving access to justice by ensuring that legal services are delivered professionally, ethically, and in accordance with applicable legislation, organisational policies, protection principles, and donor requirements.

Key Responsibilities

Legal Assistance and Case Management

  • Provide legal counselling, legal advice, and legal information to eligible individuals requiring legal assistance.
  • Assess legal needs and develop appropriate legal response strategies in accordance with organisational procedures and applicable legal frameworks.
  • Prepare, review, and maintain legal case files, supporting documentation, legal correspondence, affidavits, applications, and other legal documents.
  • Provide legal representation before relevant authorities and courts, where required.
  • Monitor legal cases and ensure timely follow-up of legal proceedings and related documentation.
  • Coordinate referrals to relevant legal, protection, and support services where appropriate.
  • Identify individuals who may meet Cash for Protection (CfP) eligibility criteria during legal counselling and case management, and refer qualifying cases to IOM in accordance with agreed referral procedures and project SOPs
  • Ensure all case records are maintained with full Age, Gender and Diversity (AGD) disaggregation in the project case management system.

Legal Representation and Coordination

  • Liaise with courts, law enforcement agencies, government institutions, Bar Associations, and other relevant legal stakeholders to facilitate legal processes.
  • Participate in police station, detention facility, court, and other official visits as required for case follow-up and legal interventions.
  • Support engagement with pro bono lawyers and contribute to strengthening referral pathways and legal service networks.
  • Identify, register, and engage pro bono lawyers through District Bar Associations across the target locations, and support establishment and maintenance of the pro bono lawyer roster
  • Co-facilitate the Training of Trainers (ToT) workshop for pro bono lawyers on legal protection principles, applicable frameworks, and rights-based service delivery
  • Maintain professional relationships with legal and justice sector stakeholders to facilitate effective case management.

Community Legal Support

  • Support legal awareness sessions, community outreach activities, and legal camps by providing technical legal information and guidance.
  • Contribute to the development and review of legal awareness materials and technical content related to legal rights, documentation, and available legal services.
  • Support dissemination of accurate legal information to communities through approved project mechanisms.
  • Develop legal information content and key messages for CRM helplines in coordination with the Senior Legal Coordinator.

Documentation, Monitoring and Reporting

  • Maintain complete, accurate, and confidential legal case files in accordance with organisational standards.
  • Prepare legal reports, case summaries, progress updates, and supporting documentation as required.
  • Record legal case information using approved information management systems and reporting tools.
  • Contribute to project monitoring, data collection, and reporting processes.

Coordination and Collaboration

  • Coordinate closely with Protection Officers, Community Mobilisers, and the Information Management & Data Officer to ensure integrated service delivery.
  • Participate in internal coordination meetings, case conferences, and technical discussions.
  • Support multidisciplinary case management and referral processes where appropriate.

Compliance, Safeguarding and Accountability

  • Deliver legal services in accordance with organisational policies, professional legal standards, safeguarding principles, confidentiality requirements, and applicable legislation.
  • Promote a survivor-centred, rights-based, and protection-sensitive approach in all legal interventions.
  • Maintain confidentiality of all client information and case records.
  • Report safeguarding concerns, legal risks, or misconduct through established organisational procedures.

 

Other Duties

  • Perform any other duties related to the position, as reasonably assigned by the Supervisor, in line with organisational policies and operational requirements.

Qualifications & Experience

  • Preferably Bachelor's degree in Law (LL.B.) with a valid licence to practise law in Pakistan.
  • Minimum 3-4 years of relevant experience in legal practice, legal aid, human rights, access to justice, protection, or humanitarian programming.
  • Experience in litigation, legal counselling, legal documentation, and case management is desirable.
  • Experience working with vulnerable populations, humanitarian organisations, or donor-funded programmes will be considered an advantage.
  • Sound knowledge of Pakistani legal frameworks, court procedures, and protection principles.
  • Familiarity with international refugee law, non-refoulement principles, and the protection framework applicable to Pakistan’s context is desirable.
  • Fluency in both the languages; English/Urdu, required; Pashto and/or Dari an advantage.
