Program Officer (Policy & Program Officer)
Project: Strengthening Voices for Age-Inclusive Climate Governance in Pakistan
Location: Islamabad
Report to: Sr. Program Officer
Duration 7 months
Basic Salary: PKR 74,400 + allowances and benefits as per FAID policy.
Position Summary
The Program Officer will be responsible for day-to-day implementation, documentation, event organization, and technical assistance under the SCORE Outcome 2 project. The position involves assisting in the development of advocacy packages and policy briefs, coordinating day-to-day engagement with OPAs and Buzurg Dost Networks, organizing dialogue events, and facilitating the Intergenerational Living Library activities.
Key Responsibilities
A. Program Implementation & Field Coordination
- Assist the Project Lead in executing scheduled workplan activities across all core project components and the assessment framework.
- Coordinate day-to-day outreach, communication, and consultations with 157 OPAs, four provincial Buzurg Dost Networks, and partner CSOs across Sindh, KP, Punjab, and Balochistan.
- Coordinate logistics, participant arrangements, accessibility support (large print, accessible venues, travel arrangements), and safe spaces for older adults, women, and persons with disabilities.
B. Advocacy Product Development & Technical Support
- Co-author and assist in drafting 3 policy briefs, technical recommendations, advocacy messages, and meeting synthesis notes.
- Assist in reviewing and refining the Age-Inclusive Climate Governance Assessment Framework based on technical feedback collected from institutions.
- Support the rollout and day-to-day management of the Intergenerational Living Library of Climate Resilience initiative in Islamabad and Rawalpindi, including supporting 4 youth climate activists in conducting oral history interviews with older adults.
C. Event Management & Coalition Support
- Organize logistics for regular virtual coalition meetings, the National Policy Dialogue, and bilateral technical engagement sessions.
- Draft agendas, record detailed minutes, track attendance disaggregated by age, sex, and disability, and compile event proceedings reports.
- Maintain systematic archives of institutional correspondence, submissions, meeting records, and commitment notes.
D. MEAL, Safeguarding & Administrative Support
- Assist the MEAL Officer in routine data collection, recording participant feedback, and capturing Most Significant Change (MSC) stories.
- Ensure strict adherence to FAID’s Safeguarding, PSEAH, and Do No Harm principles across all participant engagement activities.
- Support the Project Lead in drafting monthly internal progress updates and final project documentation.
Key Performance Indicators (KPIs)
- High-quality administrative and logistical organization of meetings, roundtables, and the National Policy Dialogue.
- Timely collation of feedback and drafting of 3 policy briefs and advocacy packages.
- Maintenance of complete, disaggregated project records and workshop documentation.
- Smooth coordination with youth activists and older adults under the Intergenerational Living Library initiative.
Qualifications & Competencies
- Education: Bachelor’s or Master’s degree in Social Sciences, Public Policy, Environmental Studies, Communication, or Development Practice.
- Experience: Minimum 2-3 years of relevant experience in project implementation, advocacy support, event coordination, and community stakeholder engagement in NGO/INGO settings.
- Skills: Strong organizational skills, fluent written and spoken English and Urdu, proficiency in MS Office/digital coordination tools, and experience facilitating inclusive community discussions (especially with older adults and persons with disabilities).
- Attitude: High commitment to safeguarding, inclusion, age-equity, and respectful engagement.
