Construction of Solar-Powered Safe Drinking Water Stations  

1. Invitation 

A humanitarian organization invites sealed quotations from qualified, registered and experienced  firms for the construction of three (03) solar-powered safe drinking water stations in three villages  located within a 25 km radius of Muzaffargarh city, South Punjab. The project is funded by Good  Neighbors Pakistan and is to be implemented in accordance with the donor's Standard Operating  Procedures (SOPs), the attached Bill of Quantities (BoQ), and the detailed measurements  provided at Annexure E.

3. Scope of Work 

Each of the three (03) water stations comprises the civil, drilling, mechanical and solar electrical  works summarized below. The complete technical specifications, measured quantities and  detailed measurements are provided in the attached Bill of Quantities (BoQ), the measurement  sheet at Annexure E, and the The donor’s Standard Operating Procedures, all of which form an  integral part of this Call for Quotations. Vendors must quote against every item of the BoQ.

Tank external 8'x8'x8'; internal after cavity wall 5.5'x5.5'x5.5' (approx.  6,000-litre capacity), plus 1 ft above earth level.

Cement plaster using coarse sand on soffits, sides, internal and external tank surfaces, including making  edges, corners and curing.

Providing and fixing ceramic mosaic (Quartz stile / Crystal) tiles on the face of the water pad, size 8"x12"  (200 mm x 300 mm), with approved bonding material, water sealed, complete including labour.

Providing, fabricating and laying deformed Grade 40 steel reinforcement for all kinds of RCC work in  foundation, plinth and ground floor, including straightening, removal of rust, cutting, bending, binding,  wastage and overlaps (DPC and roof slab).

Providing and laying in-situ cement concrete 1:1.5:3 using approved coarse sand and crushed aggregate  ¾" (19 mm) and down gauge, including compacting, curing, cost of formwork and its removal (DPC and  tank roof slab).

Providing, supplying, filling and compactly installing approved thermal insulation material within the 3-inch  (75 mm) cavity wall gap to minimize heat transfer and maintain potable water temperature, including all  labour, materials, tools, handling, cutting, fitting and finishing, complete in all respects as per the  Engineer's instructions and approved specifications.

Supply and installation of Cast Iron (CI) cover and frame, size 24" x 18", medium duty, fabricated using  1.5" x 1.5" angle iron frame with 18 SWG GI sheet, properly fixed, aligned and seated over the  chamber/opening as per approved drawings, complete in all respects.

Borehole drilling in all types of soil strata (expected depth in target areas 60 to 70 Rft), including supply  and installation of casing pipe, strainer and suction pipe, complete with all material, labour and  equipment. Initial test pumping shall be carried out to extract water samples for water quality testing.  Rates must be quoted per running foot (Rft) of drilling (see Section 4, Pricing Requirements).

Supply, installation, testing and commissioning of the solar motor pump, 0.75 HP, complete with all  required accessories, fittings, electrical connections and proper alignment for efficient operation, installed  as per the Engineer's recommendations and ground conditions, with minimum 12-month warranty against  manufacturing defects. Vendors must quote separate rates for both pump types — surface and  submersible — as set out in Section 4.1.

Supply, installation, testing and commissioning of a complete solar power system comprising two (02)  mono-crystalline N-type solar panels of 610 Watts each, mounted on a hot-dip GI frame securely fixed on  the RCC roof; one (01) tubular battery 24V, 100 Ah; one (01) 50A MPPT solar charge controller; and  inverter, installed on a fabricated iron stand. All electrical connections using 7/29 copper cable for AC  wiring and 10 mm² copper solar cable for DC connections, including conduits, fittings and safety  accessories, complete in all respects.

Supply and installation of four (04) bib cocks, Master/Faysal brand or approved equivalent, fixed with GI  piping including sockets and fittings, properly concealed or surface-mounted in the wall as per approved  drawings, complete and leak-free.

Provision and installation of 3-inch diameter drainage / wastewater disposal pipe including required  elbows, GI/PVC fittings and jali/net strainer, laid up to approximately 15 running feet (Rft) and properly  connected to the soakage pit, complete in all respects.

Construction of soakage pit 4 ft diameter x 5 ft depth, including excavation in all types of soil, half-filled  with graded gravel and coarse sand for percolation, 1.5 ft thick brick masonry lining, and 4-inch thick  RCC slab reinforced with steel bars at 6"x6" spacing cast in 1:2:4 mix, including curing and finishing,  complete.



Note: All equipment, materials and workmanship must conform to the technical standards described in the The  donor’s SOPs and to the specifications at Section 3A. The installed pump must carry a minimum 12-month  warranty against manufacturing defects. 

3A. Technical Specifications (Solar Pumping System) 

The following minimum specifications, as advised by the donor, shall apply to all three stations.  Any deviation must be declared in the quotation and is subject to approval.

Warranty 

Minimum 12-month warranty against manufacturing defects on the installed  pump and system equipment.



3B. Security and Protection of Equipment 

The vendor shall ensure the safety and security of the motor pump, solar panels, charge  controller, battery, and all cables and connectors, both during execution and on handover. This  shall include, as applicable: 

• Secure mounting of solar panels on a hot-dip GI frame, firmly anchored to the RCC roof to resist wind  loads and deter theft. 

• Protective enclosure or lockable housing for the battery, charge controller and inverter, installed on a  fabricated iron stand in a safe and ventilated position. 

• All cables and connectors properly routed in conduits, secured, weatherproofed, and protected against  mechanical damage, rodents and water ingress. 

• Earthing/grounding and appropriate protection devices for the electrical system as required for safe  operation. 

• Safe and secure installation of the motor pump with proper alignment, protection from water ingress  and unauthorized access. 

4. Pricing Requirements 

4.1 Pump Type (rates required for both options) 

The expected bore depth at all three target villages is between 60 and 70 feet. As advised by the  donor, the pump type (surface or submersible) is to be confirmed on the basis of what is commonly  feasible in the area and the actual ground conditions encountered. Vendors must therefore quote  separate unit rates for both pump types, each rated 0.75 HP. The applicable pump for each station  will be selected by the organization in consultation with the Engineer, and payment will be made  against the pump actually installed.

4.2 Borehole Water Testing and Re-Drilling 

As required by the donor, a water sample must be taken from each freshly dug borehole and  tested for drinking-water quality. If the water from a bore is found unfit for drinking, the vendor  shall drill an additional bore at an alternate point, and this process shall continue until a bore  yielding water fit for drinking is obtained. Because the exact depth of each bore is not known until  drilling is carried out, vendors must quote a rate per running foot (Rft) of drilling. Every bore drilled,  including any additional bore required after a failed water test, will be paid at this same per 

running-foot rate against the actual depth drilled, subject to verification.

Note: The per-running-foot rate must be all-inclusive (drilling, casing, strainer, suction pipe, and water  sampling). Payment for drilling will be made against the actual footage drilled at each station, including any  additional bores reasonably required to reach potable water, subject to verification by the organization and the  donor’s technical team. 

5. Completion Period 

The completion period must not exceed three (03) months from the date of the work order. This  is an outer limit only, not an expected or preferred timeline: quotations proposing a completion  period longer than three months may be rejected as non-responsive. Vendors are expected to  compete on the shortest realistic completion period they can commit to, which is scored favorably  during evaluation (see Annexure C). Vendors must clearly state their proposed completion period  in their quotation. 

6. Eligibility Criteria 

To qualify, the bidding firm must meet all of the following minimum requirements: • Be a firm/company duly registered with the relevant government authority. • Possess a valid National Tax Number (NTN). 

• Have demonstrable experience in executing similar solar water supply and/or  construction projects. 

• Have sound financial standing sufficient to undertake works of this nature and value. 

Quotations from firms that do not meet these criteria, or that fail to provide the supporting evidence  listed in Section 8, may be rejected as non-responsive. 

7. Evaluation Method 

Quotations will be assessed on a quality-cum-cost basis. The evaluation will consider, in  combination, the responsiveness and technical compliance of the offer, the firm's relevant 

experience and capacity, the proposed completion period (shorter realistic periods preferred), and  the quoted price. The contract will be awarded to the firm offering the best overall value to the  organization and the donor, not necessarily the lowest price. 

The organization has not disclosed a budget estimate. Vendors are required to quote their own  competitive, all-inclusive rates against the BoQ.

The sealed quotation must contain the following documents. Incomplete submissions may be  treated as non-responsive.

9. Submission Instructions 

• Quotations must be submitted in a sealed envelope clearly marked: “Quotation – Solar  Water Stations – Do Not Open Before Deadline.” 

• Sealed quotations must be delivered to: House #2, Street #2, Ahbab Colony,  Bahadarpur, Bosan Road, Multan. 

• The deadline for receipt of quotations is Thursday, 3 August 2026, at 5:00 PM (PKT).  Quotations received after this time will not be considered. 

• No bid security / earnest money is required for this Call for Quotations.

 

10. Terms and Conditions 

• Quoted rates shall be firm and fixed for the validity period and shall be deemed inclusive  of all applicable taxes, duties, transportation, labor and incidental costs unless explicitly  stated otherwise. 

• The organization reserves the right to accept or reject any or all quotations, in whole or  in part, without assigning any reason, and to split the award among more than one  vendor where this serves the best interest of the project. 

• Works shall be carried out strictly in accordance with the BoQ, the measurements at  Annexure E, drawings and the donor’s SOPs, and shall be subject to inspection and  verification by the organization and the donor’s technical/M&E teams. 

• Payments shall be made against verified progress and satisfactory completion as per the  terms agreed in the work order/contract. The payment schedule, applied across the  whole three-station contract, shall be: 60% as advance on signing of the work order and  mobilization; 30% on completion of 50% of the overall works; and the remaining 10%  after completion of all works. The 50%-completion and final payments shall be released  only after verification by the organization. 

• The successful vendor shall be responsible for the quality and functionality of the  installed systems, for the security and protection of all equipment as set out in Section  3B, and for honoring the equipment warranties, including the minimum 12-month pump warranty. 

• Canvassing in any form may lead to disqualification.

Quotations will be evaluated on a quality-cum-cost basis using the 100-point matrix below, split  80 points financial and 20 points technical. There is no minimum technical threshold; all  responsive quotations are scored in full. The quotation with the highest total score will be  recommended for award.

Notes on Scoring 

• Standardized price basis: for scoring, every bidder is assumed to require the surface motor pump (Part  II-a) and one bore per station drilled to a standardized depth of 70 running feet (bore rate x 70 Rft).  This same basis is applied identically to all bidders. Actual payment follows the actual footage drilled  and the pump type actually installed; neither affects the score. 

• Price: computed as the indicative grand total on the standardized basis. The lowest compliant grand  total receives the full 65 points; others are scored in proportion. 

• Completion time: the shortest realistic offered period receives the full 10 points; others in proportion.  Implausibly short periods may be treated as non-credible. 

• Validity: the highest validity offered receives the full 5 points; others in proportion. Minimum acceptable  validity is 60 days. 

• Experience, turnover and technical capacity are scored from the information and evidence provided in  Annexure B. 

The organization reserves the right to reject any or all quotations without assigning a reason, to  seek clarifications, and to verify any information or document submitted. The evaluation will be  carried out by a duly constituted procurement committee, and its recommendation is subject to  approval as per the organization's and the donor’s procedures.

Annexure D — Vendor Declaration and Undertaking 

This declaration must be completed, signed and stamped by the authorized representative of the  bidding firm and submitted with the quotation. By signing, the bidder accepts and undertakes to  comply with all of the following. 

1. Health, Safety and Environment (HSE) 

• The firm shall be responsible for the health and safety of its workers and of the community at and  around the work sites, including the provision of appropriate safety measures and protective  equipment. 

• The firm shall handle, store and dispose of all materials and waste safely, and shall take all reasonable  measures to prevent environmental harm arising from the works. 

2. Compliance with Local Building Codes and Permits 

• The firm shall carry out all works in accordance with applicable local building codes and standards,  and shall obtain and maintain any permits, approvals or no-objection certificates required for the  works. 

3. PSEA, Child Safeguarding and Labor Standards 

• The firm and its personnel shall uphold Protection from Sexual Exploitation and Abuse (PSEA) and  shall not engage in any form of sexual exploitation or abuse. 

• The firm shall safeguard children in and around the project sites and shall not employ child labor in any  part of the works. 

• The firm shall comply with applicable labor laws and standards, including fair wages, safe working  conditions, and the prohibition of forced or bonded labor. 

4. Right of GER to Supervise, Inspect and Withhold Payment 

• GER (and the donor) may supervise and inspect the works at any time, and the firm shall provide  reasonable access and cooperation for this purpose. 

• GER may withhold, suspend or reduce payment for any works or conduct found not to comply with the  BoQ, technical specifications, The donor’s SOPs, or the undertakings in this declaration, until the non compliance is remedied to GER's satisfaction. 

5. Security and Protection of Equipment 

• The firm shall ensure the safety and security of the motor pump, solar panels, charge controller,  battery, and all cables and connectors, both during execution and on handover, as set out in Section  3B of this Call for Quotations. 

6. General Undertakings 

• The firm is not blacklisted or debarred by any government body, donor or agency, and has no conflict  of interest with the organization or the donor. 

• The firm accepts the terms and conditions of the Call for Quotations and the The donor’s SOPs, and  confirms that all information provided in its quotation and profile is true and correct to the best of its  knowledge.

• Sealed quotations must be delivered to: House #2, Street #2, Ahbab Colony,  Bahadarpur, Bosan Road, Multan. 

• The deadline for receipt of quotations is Thursday, 3 August 2026, at 5:00 PM (PKT).  Quotations received after this time will not be considered. 

• No bid security / earnest money is required for this Call for Quotations.
