Key Roles & Responsibilities – Technical Manager

A. Project Coordination & Management

  • Support the overall Project Manager in planning, coordinating, and monitoring implementation of the Environmental Assessment Project across Faisalabad, Quetta, Sukkur, Peshawar, and Gujranwala.
  • Develop and maintain detailed project implementation plans, field deployment schedules, and activity trackers aligned with project timelines and deliverables.
  • Coordinate closely with consortium partners including GGC, Stockholm Environment Institute (SEI), municipal authorities, and other stakeholders to ensure smooth implementation of project activities.
  • Facilitate communication between technical teams, field staff, data management teams, and project leadership.
  • Monitor project progress against agreed milestones and proactively identify implementation risks, delays, or operational bottlenecks.
  • Prepare regular progress updates, coordination notes, and implementation reports for management review.
  • Ensure proper documentation and filing of all technical, operational, and administrative records related to the project.

B. Technical Oversight & Methodology Implementation

  • Lead the implementation of study methodologies for waste generation, composition analysis, waste flow assessment, and landfill operational assessments.
  • Ensure proper application of stratified sampling methodologies and adherence to approved technical protocols across all study locations.
  • Review, adapt, and finalize data collection tools including questionnaires, field observation checklists, sampling sheets, and measurement templates.
  • Oversee pilot testing and field validation of data collection instruments prior to full-scale deployment.
  • Ensure consistency and standardization of data collection approaches across cities to maintain comparability and analytical reliability.
  • Supervise the operational assessment of the Gujranwala landfill, including waste inflow measurement, operational mapping, site characterization, and assessment of landfill practices.
  • Support technical analysis related to municipal solid waste management systems, governance structures, operational gaps, and service delivery challenges.
  • Contribute technical inputs to identify practical waste management improvement and resource recovery opportunities.

C. Field Operations & Team Supervision

  • Supervise field coordinators, enumerators, and technical teams deployed across multiple cities simultaneously.
  • Conduct training sessions, orientation workshops, and technical briefings for field staff on methodologies, data collection procedures, safety protocols, and quality standards.
  • Ensure effective coordination of field logistics including travel plans, accommodation arrangements, permissions, equipment deployment, and stakeholder coordination.
  • Conduct regular field monitoring visits and spot-checks to ensure compliance with study protocols and operational standards.
  • Provide real-time troubleshooting and technical guidance to field teams during data collection activities.
  • Coordinate with local government departments, waste management companies, and landfill operators to facilitate field access and stakeholder engagement.
  • Ensure compliance with occupational health, safety, and environmental standards during fieldwork and landfill assessments.

D. Data Quality Assurance & Management

  • Establish and implement quality assurance and quality control (QA/QC) mechanisms for all quantitative and qualitative data collection activities.
  • Review incoming datasets regularly to verify completeness, consistency, and accuracy of field data.
  • Coordinate with the data management and analysis team to ensure proper data cleaning, coding, validation, and storage procedures.
  • Conduct data verification exercises, back-checks, and spot validations to maintain methodological rigor and reliability.
  • Identify inconsistencies, missing information, or data anomalies and coordinate corrective actions with field teams.
  • Maintain organized, secure, and audit-ready databases and documentation systems.
  • Ensure all datasets are properly formatted and structured for use in municipal planning, benchmarking, and analytical reporting.

E. Reporting, Analysis & Deliverables

  • Contribute to preparation of key project deliverables including inception reports, field assessment reports, landfill assessment reports, city waste profiles, opportunities assessments, and final project reports.
  • Develop technical summaries, analytical tables, charts, and annexes for inclusion in project reports and presentations.
  • Support drafting of city-wise waste sector profiles including stakeholder mapping, governance structures, policy review, and institutional analysis.
  • Assist in identification and preliminary feasibility assessment of practical service-improvement and resource-recovery interventions.
  • Prepare concise technical briefs, progress summaries, and presentation materials for internal and external stakeholders.
  • Ensure timely submission of assigned deliverables in line with agreed project timelines and quality standards.
  • Support final project review meetings, dissemination workshops, and knowledge-sharing activities as required.

F. Stakeholder Engagement & Coordination

  • Liaise with municipal authorities, landfill operators, environmental agencies, and local stakeholders to support smooth implementation of study activities.
  • Maintain professional coordination with consortium partners and technical experts throughout the project lifecycle.
  • Facilitate meetings, consultations, and field coordination sessions with relevant stakeholders.
  • Support stakeholder validation and review processes for study findings and recommendations.
  • Represent the project in technical discussions and coordination meetings when assigned by the Project Manager.
