1. Background
CESVI Foundation-ETS, with the support of Italian Agency for Development Cooperation, is implementing a comprehensive project on ‘Resilience & Adaptation by Fostering Anticipatory Action (RAFAA),” in collaboration with Food and Agriculture Organization (FAO). The project aims to strengthen Pakistan’s institutional and community-level resilience against the growing impacts of climate change. Its overarching impact is to bolster national capacity to manage climate risks through sustainable adaptation practices and improved governance frameworks. The main outcome is to ensure that communities in Sindh demonstrate enhanced adaptive capacity and resilience to climate-induced shocks and disasters. This is to be achieved through anticipatory action (AA), robust disaster risk reduction (DRR) mechanisms, improved livelihoods, and the adoption of climate-smart strategies.
2. Role Purpose:
Community Mobilizers will support the effective implementation of its project activities and community outreach initiatives in district Mirpur Khas and Umerkot. Under the direct supervision of the Project Coordinator/ Team Lead, the Community Mobilizer will play a vital role in formation of community structures/committees, beneficiary identification and engagement, area mapping, coordination with line departments, and promoting inclusive community participation throughout all phases of the project. The Community Mobilizer will be responsible for field-level community engagement, mobilization, and facilitation of project activities. The role is critical in ensuring that project interventions—particularly kitchen gardening, FFS, livestock support, cash-for-work, and small-scale climate-smart infrastructure—are effectively implemented, inclusive, and responsive to local needs.
3. Role and Responsibilities:
The Community Mobilizer will perform the following duties under the supervision of the Field Coordinator/ Team Leader and technical guidance of Livelihoods/DRR Officers:
A. Community Engagement & Mobilization
- Responsible for conducting meetings with communities, establishing structures/community forums like VCs/COs/DRR committees,
- Identification and selection of beneficiaries, households, and individuals as per project set criteria and designed templates.
- Support transparent beneficiary selection in coordination with local authorities, ensuring inclusion of marginalized groups (women, PWDs, minorities).
- Identify, organize, and facilitate community groups, with particular focus on women, smallholder farmers, and vulnerable households.
- Responsible to ensure the effective implementation of climate resilient project/ supplies distribution and community outreach activities in the field.
- Support vulnerability assessment and formulation of community led-resilience plan etc.
- Conduct awareness sessions on climate risks, DRR, and CSA,
- Maintain contact with the beneficiaries and communities during all the stages of the project implementation, convey their instructions, suggestions, and other messages from the project management, collect comments, ideas, complaints, and other messages and report them to the project Coordinator/ Team lead.
B. Support for Livelihood, Resilience and DRR Activities
- Mobilize households for kitchen gardening, livestock support, and livelihood diversification.
- Facilitate establishment and functioning of Female and Male Farmer Field Schools (FFS), including distribution of trainee kits.
- Support provision of agricultural inputs, livestock extension services, and linkages with local service providers.
- Mobilize communities for small-scale productive infrastructure schemes under cash-for-work modality.
- Facilitate uptake of climate-smart agriculture practices, such as improved seed, fertilizers, land preparation, and piloting of local seed banks and hermetic technologies.
- Support piloting of agro-forestry models (e.g., Miyawaki) and other nature-based solutions, ensuring community ownership.
- Maintain regular contact with community groups, local leaders, and local government extension services (agriculture, livestock, forestry).
- Collect field data, maintain attendance sheets, and ensure proper documentation for distributions, training sessions, and cash-for-work schemes.
- Submit timely progress reports, case studies, and field updates to the Field Coordinator.
- Support to implementation of the complaint feedback mechanism (CFM) in the field.
D. Coordination & Reporting
4. Qualifications:
a. Education
Bachelor’s degree in social sciences, Agriculture, Development Studies, DRR/CCA, or related fields.
b. Experience:
- Minimum 1–2 years of experience in community mobilization, preferably in livelihoods, DRR, and climate-resilient agriculture projects.
- Experience working with farmer field schools, kitchen gardening, cash-for-work, or small-scale infrastructure.
- Familiarity with gender-responsive approaches and inclusion of vulnerable groups.
- Strong facilitation, communication, and participatory training skills.
- Basic knowledge of record-keeping, reporting, and coordination with local government.
- Fluency in Sindhi and Urdu; knowledge of local dialects preferred.
