Z.M.K. & Co. invites applications for the position of Monitoring & Evaluation (M&E) Officer for UNDP Pakistan’s “Rights-Based Community Stabilization Project” in District Khyber.
Background
UNDP Pakistan’s DHL Project is implementing the Rights-Based Community Stabilization Project to support the disengagement and reintegration of vulnerable and at-risk youth through skills development, psychosocial support, and community-based initiatives. The project aims to strengthen resilience, promote tolerance, and enhance stabilization efforts by engaging local government actors, community leaders, academia, and civil society.
To support effective implementation, the M&E Officer will lead monitoring, evaluation, reporting, and learning functions for all project activities in District Khyber.
Purpose
To manage the end-to-end M&E processes of the project, including data collection, analysis, reporting, evaluations, beneficiary feedback systems, capacity building of field staff, and evidence-based planning support for the project team.
Job Description (Key Responsibilities)

Develop and maintain the project’s M&E plan, indicators, and tools.

Establish baselines, benchmarks, and data collection systems.

Design and manage surveys, FGDs, interview guides, and monitoring checklists.
-
Train and mentor field staff in qualitative and quantitative data gathering.
-
Conduct monitoring visits and supervise FGDs to ensure quality and inclusivity.
-
Manage the project database, ensuring timely data entry, cleaning, and validation.
-
Produce detailed monthly, quarterly, and annual M&E reports.

Contribute statistical and qualitative inputs for donor and departmental reports.

Document lessons learned, best practices, and beneficiary success stories.

Support baseline, midline, and endline evaluations and facilitate participatory review sessions.

Establish and manage beneficiary feedback and complaint mechanisms.
-
Ensure evaluation findings are integrated into planning and decision-making.

Provide M&E-related training to project staff and partners.
-
Support integration of gender-sensitive and inclusive indicators.
-
Perform any other tasks assigned by the Social Welfare Department and UNDP.
Eligibility Criteria
Education
-
Master’s degree in Social Sciences, Business, Management, Development Studies, Statistics, or related fields.
OR
-
Bachelor’s degree with an additional 2 years of relevant experience.
-
Specialized training in M&E, research, or project management is an advantage.
-
Knowledge of digital data collection tools (KoboToolbox, ODK, CommCare) and data analysis software (SPSS, STATA, Power BI) is preferred.
Experience
-
Minimum 3 years of experience in community stabilization, peacebuilding, youth engagement, project implementation, M&E, and producing reports/evaluations.

3 years of experience in research, information management, and data analysis.

Proven experience in designing M&E frameworks, indicators, tools, and reporting systems.

Experience conducting baseline, midline, and endline evaluations, FGDs, and participatory assessments.

Familiarity with merged districts/conflict-affected areas and vulnerable communities.

Experience training and supervising staff on data collection, FGDs, and reporting.
-
Any other duty assigned by the Social Welfare Department or UNDP.
Skills & Competencies

Strong analytical and statistical skills.

Excellent writing and presentation skills in English; strong communication in Pashto and Urdu.
