Introduction:

Here at Human Appeal we have an exciting opportunity for the Orphan & Child Welfare Programme Manager Position,to be based at our Islamabad office Pakistan.

CONDITION:

 Please note: it is a local Contract, for this role you must have the right to work in Pakistan. 

 Main Job Purpose:

 The position facilitates the Country Director/Head of Programs-HOP in conceiving, strategizing and implementation of HA-Pak OCW programmes in line with Country Strategy Paper (CSP) with close collaboration of OCW field staff, local and national partner NGOs, government and Communities effectively and efficiently. He/ she will develop proposals/concept notes for resource mobilization in consultation with HOP, concerned stakeholders and other related departments to ensure the integration.

 The OCW Program Manager is responsible to plan, execute (physical and financial targets), monitor and submit reports of all projects/programs under assigned thematic area with the support of its funding partners. He/She also assists in hiring project team, their orientation and management according to OCW project requirements.

 Accountabilities:

  • Potential OCW funding opportunities are explored and program/project proposals are developed according to project cycle management using the LFA and other formats as per requirements.
  • Project/Programs are managed and executed per proposal and donor requirements.
  • Ensure technical backstopping to field offices and partners during implementation to ensure quality and effectiveness at ground level.
  • Ensure the OCW financial budgets are approved according to HA-Pak policy and executed as per the implementation plan approved.
  • Coordinate with finance and other departments within the organization for project budgets, where needed.
  • Ensure the documentation and reports as per HA-Pak and donors’ requirements on prescribed formats within agreed time lines.
  • Linkages and networking with organizations, institutional donors, government, and corporate sector to exploit the available opportunities and visibility of the HA-Pak work.
  • Liaison with the Head office for available funding opportunities, allocations, reporting, and other day-to-day work.
  • Partners’ proposals, Contractors' bids, and community requests are assessed as per developed criteria and guidelines, and thoroughly monitored the agreements signed to ensure the execution as per agreement.
  • To track the achievements/progress against objectives as per deadlines and ensure Human Appeals’ visibility.
  • To ensure the child protection policy and other policies are followed strictly while dealing with orphans and orphan families.
  • Ensure on-time, professional, and appropriate correspondence to all Orphan related inquiries.
  • Ensure any change in the national policy is portrayed in Human Appeal’s Education & Child Protection Policy and relevant staff is made aware of the changes.
  • Ensure orphan payments are done timely and accurately.
  • Build the capacity of the OCW PAK team in the overall design and quality of Human Appeal Programmes.
  • Represent HA in technical groups and relevant ministries, other government structures, INGO, and UN organizations in the education and child development field.
  • Provide a monthly, quarterly, and yearly written report to the Country Director on all aspects of the work, activities challenges, threats, or risks for further discussions on strategies and project plans.
  • Will respect the confidentiality of all matters relating to their employment and other members of staff.
  • To attend and contribute positively to meetings, conferences, and training courses as agreed with the line manager.
  • Establish and maintain effective working relationships with co-workers, direct and dotted-line supervisors, HQ managers, directors, and stakeholders.
  • Cooperate/coordinate with the staff in other departments and regions as required in order to facilitate the work of the charity.
  • Other duties as per the request of the Country Director and Line Manager in the interest of the organisation objectives.

Risks/ Challenges:

  • Short deadlines for submission of concept notes/proposals
  • Security and access in high risk areas and far flung areas
  • Payments as per timelines, especially for short duration or emergency projects.
  • Management of work with support of volunteers in areas where HA-PaK has no staff.

    NB - Employee duties are not limited only to the above-mentioned accountabilities; he/she may perform other duties as assigned.

 Requirements:

  •  Masters in social sciences, especially in the development studies or Education along with professional knowledge in:

    Statistical Analysis , Project management knowledge, Grants management,

    Monitoring & evaluation, Capacity development, Performance management,

    Budgeting & budgetary control,

    Information management & reporting,

    Stakeholder management;

    Planning and organizing;

    Problem analysis;

    Good knowledge of Programme cycle Management and Development.

  • Minimum 5 Years of Relevant Experience.

  • Computer skills especially statistical analysis using SPSS, MS Access, Excel, MS Office etc.

  • Excellent written/spoken English, additional language a bonus.
