About the Programme

The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-months (2021 – 2025) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO). The programme provides technical assistance (TA) to Pakistan to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management. Within REMIT, ASI is responsible for delivering technical assistance to output 1, “revenue mobilisation,”; and output 2, “investment climate”, with cross-cutting elements such as advocacy, communication, behavioural insights, gender, and climate change.

 

Job Description

The “Gender and Inclusion Expert” role is part of a larger Direct Technical Assistance (DTA) under the REMIT programme to the Government of Pakistan.

 

We are seeking a highly qualified and experienced Gender and Inclusion Expert to undertake a critical assignment for the National Disaster Risk Management Fund (NDRMF) in Pakistan. As the Gender and Inclusion Expert, you will lead and conduct a comprehensive Gender Audit to assess the integration of gender considerations in NDRMF's disaster risk management policies, practices, and grant management processes. Your role will be instrumental in identifying gaps and challenges related to gender sensitivity and equality and providing strategic recommendations for a more inclusive and gender-responsive approach to disaster risk management.

 

Duties and Responsibilities

1. Review and analyse NDRMF's policy documents, HR policies, operational plans, and activities from a gender and inclusion perspective.

2. Conduct field visits, interviews, and focus group discussions with stakeholders and beneficiaries to understand the on-ground impact of gender dynamics in disaster scenarios.

3. Identify and map key recommendations and actions categorized by technical and management areas to enhance gender sensitivity in NDRMF's initiatives.

4. Develop and manage gender and inclusion strategies that can be integrated into NDRMF's disaster risk management practices.

5. Collaborate with senior-level government officials and NDRMF's leadership to facilitate the implementation of gender-sensitive actions within specified timelines, responsibilities, and resource requirements.

6. Provide technical assistance in developing and managing gender-sensitive approaches for internal policies, programs, projects, and grant management processes.

7. Deliver a comprehensive Gender Audit report with concrete recommendations to mainstream gender and inclusion in NDRMF's disaster risk management framework.

8. Organize and conduct workshops/webinars for the dissemination of the Gender Audit findings and recommendations to NDRMF's management and relevant stakeholders.

9. Support NDRMF in implementing the recommended framework for gender-responsive disaster risk management practices.

 

Qualifications

- An advanced degree in gender studies, development, social sciences, or a related field.

- Minimum 10 years of proven experience in developing and managing gender and inclusion strategies in the context of disaster risk management or related fields.

- Practical experience working with development programs and government agencies, preferably in disaster risk reduction or management.

- Strong review and analysis skills, with the ability to assess and synthesize technical policy and legal documents related to disaster risk management.

- Excellent interpersonal and communication skills to engage with stakeholders, beneficiaries, and senior-level government officials effectively.

- Demonstrated ability to work independently and within a team, meeting tight deadlines and delivering high-quality outputs.

- Knowledge of gender-related frameworks, best practices, and international standards in disaster risk management and gender equality.

- Fluency in English and Urdu is essential, and knowledge of local languages is desirable.


Reporting

The Gender and Inclusion Expert will report to REMIT’s Gender and Inclusion Lead and work closely with NDRMF.
