Organizational Context and Scope:

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Since mid-June 2022, up to 33 million people have been affected by a severe monsoon weather. The storms and heavy rains have caused widespread flash floods and landslides, with severe repercussions for human lives, property, and infrastructure. To date, 72 districts across Pakistan’s five of six provinces have been declared ‘calamity hit’ by the Government of Pakistan (GoP). These numbers remain dynamic given the ongoing rains, and the number of calamity-declared districts is expected to increase.

The selected candidate will work under the overall supervision of Chief of Mission technical supervision of the Programme Manager (Shelter & NFI) and the direct supervision of Hyderabad Hub Manager.

RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Coordinate the implementation of the activities required for the successful completion of the Shelter & Non-food items (NFIs) projects, following closely the donor(s) requirements and the directions of the supervisor.  
  • Lead a team of Shelter Technical Assistants, with strong focus on staff coaching and capacity building. Prepare weekly plans for Shelter & NFI team staff to visit and monitor on-going and completed activities.
  • Work closely with other IOM teams operating in the same area, including WASH, CCCM and protection teams and coordinate joint site visits to field locations.
  • Ensure activities are performed in accordance to the specifications in the project proposal and meet their intended scope, time and budget; notify in timely matter of any delay or relevant change request.
  • Monitor the project implementation by performing regular visits to the areas of operation, ensure that materials are being properly utilized and that Shelter & NFI items are effectively distributed to the beneficiaries.
  • Follow up the schedule with contractors and implementing partners and prepare and sign completion certificates. Work closely with the administration and finance areas for contracts management; close out procedures and final payments to the contractors.  Provide regular progress updates to the Shelter management team in Islamabad and the hub manager.
  • Plan and coordinate procurements in line with approved specifications or Bills of Quantity (BoQ), working closely with procurement and logistics assistants to ensure that the required materials and items are procured and delivered to the respective sites in a timely manner. 
  • Maintain effective and active communication with all the stakeholders. Prepare and submit regular progress reports, indicating progress, constraints and requirements for project completion. Ensure that project data and information is archived and shared appropriately.  
  • Facilitate participation, involvement and contribution of the targeted communities for the completion of the activities included in the work plan.
  • Represent IOM in Shelter & NFI related hub meetings, including Shelter sector meetings and any other relevant technical and coordination working groups.
  • Ensure that any needed operational agreement or authorization from the local authorities is convened to guarantee project stability and good relations with the local government. 
  • Provide necessary information and documentation for the preparation of project proposals. Contribute to contingency planning for possible Shelter emergency response if required.
  • Perform such other duties as may be assigned.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Education:

  • Master’s Degree in Civil Engineering, Architecture, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience:

  • Experience and sound knowledge of Shelter principles for humanitarian assistance.
  • Experience in the implementation of Shelter emergency and recovery related projects preferably in the Humanitarian Field.
  • Experience in working with Implementing partners

Languages:

Required:

  • Fluency in English and Sindhi is required Working knowledge of Urdu is an advantage.

Desirable:

  • Working knowledge of Urdu is an advantage.
