Summary:

The main responsibility of the Sr. District Manager will be field program implementation, stakeholder outreach and coordination, community development programming and administration of development assistance. Preference will be given to candidates with an intimate knowledge of the communities, managerial skills and technical background in community mobilization and education. This position will be based in District Dadu.

Specific Job Functions:

  • Act as CMP’s focal point within his/her designated district
  • Responsible for promoting clear understanding of CMP’s aims, objectives, processes and practices to district educational officials, district management officials and others
  • Keep liaison with district educational officials and others and maximize their engagement in CMP activities; especially with respect to identification of schools, scheduling of training, facilitating CMP activities with schools and SMC members;
  • Facilitate contractors in smooth school construction and streamline community level issues with supports of local notables and district administration
  • Develop monthly work plan and execute with support of implementing partner
  • Facilitate different visits like from donor, GoS officials, and others
  • Validate weekly report and share weekly performance through sharing of Weekly Activities’ Tracking sheet
  • Develop quarterly report
  • Facilitate communication unit in searching and development of success stories
  • Keep liaison with EMOs and facilitate them in developing association with educational officials, school administration, SMCs and communities
  • Take responsibility for monitoring in a non-intrusive the performance of his/her respective  partner field team and offer all necessary support and guidance to its Field Officer to ensure all CMP activities are implemented in a smooth, efficient and timely manner within the district; 
  • Work with Gender Advisor on  mainstreaming the activities of the program and on strategies dedicated to increasing the enrolment of girls and women participation
  • Work with Grants Manager and seek applications for small grants under his/her guidance.
  • Conduct weekly team meetings, review performance of the week, identify way-forward and plan activities for next week
  • Under the guidance of the Monitoring and Evaluation (M&E) Manager, coordinate data gathering actions with his/her respective partner’s Field Officer and ensure that all required M&E data is accurate and gathered in an efficient and timely manner;
  • Take responsibility for securing all necessary official approvals and notifications for CMP activities within his/her designated district;
  • Generate procurement requests for different CMP district base activity
  • Support procurement unit in seeking quotations for activities
  • Attend for all necessary training in the protocols, processes and practices of CMP;
  • Report any suspected incidents of mismanagement, malpractice or non-compliance immediately to the respective managers and Security & Risk Assessment Manager
  • Any other duties commensurate with ability and suitable to task.

Required Qualifications and Experience

  • Master’s Degree in related field
  • 5-7 years’ experience in community mobilization
  • Significant experience working in government or with government stakeholders
  • Program management experience
  • High competency in working with computers
  • High competency in spoken and written English
  • Familiarity with local languages will be a distinct advantage.
  • Living and working experience in the Sindh Province.
