Short Term Technical Assistance (STTAs) to support M&E data collection, entry, and verification

Scope of Work Summary:
The USAID Small and Medium Enterprise Activity (SMEA) requires the input of up to 44 level of effort (LOE) days of three Data Collectors/Data Entry Operators to support SMEA M&E team in collection, entry, and verification of baseline and progress data from partner SMEs. The activity is expected to commence in September 2019 and will complete by the end of October 2019.

1. Title of the Task
Short Term Technical Assistance (STTA) for data collection, data entry, and verification of baseline and performance data of partner SMEs.

2. General Summary:
USAID Small and Medium Enterprise Activity (SMEA) is a five-year project that is supporting Pakistan in the small and medium enterprise (SME) led economic growth that will help create jobs, foster entrepreneurship, and contribute to an increased GDP. As a part of the United States Government’s long-term commitment to helping Pakistanis secure a more prosperous future by increasing household incomes and employment, nurturing competitive small and medium enterprises, expanding trade and investment and creating more rewarding business opportunities, SMEA is working towards improving the enabling environment for private sector-led growth. The project has three main components, i.e., Business Enabling Environment (BEE), Competitiveness Enhancement (CE), and Challenge Fund (CF).

3. Objective of the STTA:
The main objective of this short-term technical assistance is to provide support to the SMEA M&E team in timely data collection, data entry, and verification of MOVs received from the partner SMEs. The STTA is also required to verify baseline data from SMEs, Quarterly progress data from SMEs on a sample basis for reporting against the performance indicators.

4. Specific Responsibilities
 Assist SMEA M&E team in the implementation of the project Activity Monitoring and Evaluation Plan (AMEP), and other M&E systems;
 Assist in data collection, data entry, data cleaning & verification of MOVs in excel or any other database developed by SMEA and in hard files
 Assist in uploading project data to Chemonics’s DevResults system and activity trackers in consultation with the program team
 Assist the M&E team in data audit and verifications to ensure that the collected data is accurate and maintain the integrity of the project;
 Collect and/or verify M&E data of the project activities through visits to the project locations, when needed and with approval from the M&E;
 Perform other monitoring and evaluation tasks as needed;

5. Duration of the Assignment:
This STTA is planned to take place as per a start date around September 01, 2019 and end date of on or around October 31, 2019 (subject to the date of mobilization) for a total period of 2 months.

The STTAs will be based in Islamabad and will be working under the supervision of SMEA M&E Specialist:

7. Job Qualification:
• A minimum bachelor’s degree in Economics, Business Studies, IT, or any other related field.
• At least one-year experience of working on data base systems, MS excel, SPSS will be preferred
• Ability to perform successfully as a member of multiple project-related teams;
• Excellent communications and writing ability in English;
• Demonstrated successful interpersonal skills
