About BRSP:

Balochistan Rural Support Programme (BRSP) is an autonomous non-for-profit organization working in the rural areas of Balochistan. BRSP's history goes back to the project "Pak-German self-help initiative" that was initiated in 1983 in collaboration with Government of Germany and Pakistan. In 1991 BRSP was registered under the Companies Ordinance as a non-profit organization dedicated to rural development in the province. The overall mission of BRSP is to "To harness potential of the rural poor to help themselves, assume control of local development and improve their standard of living".

 

Purpose of the consultancy:

 

BRSP has signed an agreement with GIZ, “Sanitation for Millions” and under this program, BRSP intends to hire consultant for

  • To establish the CGPI scale plan in Baluchistan focusing on Quetta and Gwadar
  • To conduct consultations and establish the system of reporting with capacity building of relevant stakeholders
  • Supportive supervision monthly reporting and analysis of the final report with ranking

 

INTRODUCTION & Back Ground:

 

The Prime Minister of Pakistan launched the Clean Green Pakistan Movement in October 2018. The national campaign underpins behavioral change and institutional strengthening while addressing the five components relating to tree plantation, solid waste management, liquid waste management, total sanitation/hygiene, and safe drinking water. During meeting of the Cabinet, the PM desired that a comprehensive Clean Green Scorecard index will be developed by the Ministry upon which performance of various cities of the country will be measured. Best performers will be recognized on national level for their achievements.

OBJECTIVES OF THE COMPETITION/CGPI:

 

  • Strengthen the knowledge and practices among the communities about cleanliness and climate change.
  • Ensure the voices and participation of the people as integral part of Clean Green Pakistan
  • Empower the local councils to monitor and review their cities on set performance indicators.
  • Create a competitive environment among the Union Council and cities for sustainable clean green Pakistan.

 

 

 

CLEAN GREEN PAKISTAN INDEX (CGPI):

The Clean Green Pakistan Index (CGPI) is a city/tehsil level index which initially aims to rank cities/tehsils according to their cleanliness and greenery. CGPI is a composite index of seven pillars: water, sanitation, hygiene, solid water, cleanliness of streets, usability of parks and number of trees. Each pillar has multiple sub-indicators both at household and Union Council level. The structure of the index is summarized in Figure 1.

The CGPI has been launched in 19 cities of KPK and Punjab. After the completion of pilot phase, it is expected that scale of the pilot in other provinces has been emphasized in Sindh and Baluchistan. For Baluchistan Quetta and Gwadar is proposed.

Key Objective of the Assignment:

  • To establish the CGPI scale plan in Baluchistan focusing on Quetta and Gwadar
  • To conduct consultations and establish the system of reporting with capacity building of relevant stakeholders
  • Supportive supervision monthly reporting and analysis of the final report with ranking

Deliverables:

  • Scale up plan and finalization of CGPI scale up in Quetta and Gwadar with endorsement from LGCD
  • Two capacity building sessions with SNA and government officials
  • Development of city reports and consolidated report for Baluchistan with ranking of cities in scale up

Period Of Consultancy:

 

The time of consultancy will be three months starting from contract signing date.
