Summary: The Advocacy Officer will be responsible for developing and strengthening the relationship between Pathfinder International and Women’s Development Department, as well as other relevant stakeholders identified during the course of the project. The Advocacy Officer will be responsible for all coordination and communication regarding alliance building, endorsements for communication products, while also providing strategic direction to Project team when developing these products and strategies.  The Advocacy Officer will also be working closely with the District Officer to assist in relationship building at the district level (Shaheed Benazirabad).

Key Job Outcomes:

  1. Advocacy Policy and Programming Strategy: Liaison with key government stakeholders to relationship building and buy in for key project deliverables related to SRHR and Gender Based Violence
  2. Relationship Management: Fosters and facilitates relationships with a broad range of key stakeholders, including development partners, donors, state government representatives, and the political class through development of networks. Ensures that the advocacy messages and communication tactics are disseminated in an effective manner.
  3. Advocacy Planning and Implementation: Leads advocacy efforts of Pathfinder for incorporating gender based violence in health services Establishes communication among other organizations, especially multisectoral groups, to ensure an informed and coordinated response to policies, and continued government support and engagement.
  4. Technical Advising: Conceptualizes and provides leadership support for technical activities at the district. Stays up-to-date on key developments in GBV and SRHR policy Provides guidance and assistance to country programs in monitoring and evaluation and documentation of policy and advocacy results.
  5. Learning and Development: Contributes to learning and sharing processes within the country to identify relevant advocacy and policy directions and build consensus among staff on key issues.
  6. Advocacy Reports and Documentation: Prepares policy analyses, recommendations, policy briefs, and assessments for Pathfinder

programs. Develops and shares reports with concerned officials.

  1. Brand Ambassador: Serves as the public face for Pathfinder in the realm of SRHR and GBV advocacy. Facilitates stakeholder consultation and meetings at the local and national and represents Pathfinder at a provincial level.

Minimally Required Job-Specific Competencies:

  • Politics and Legislative Process: Foundational knowledge of countries' politics and legislative processes.
  • Research: Ability to review and synthesize published and unpublished materials (especially relating to global health, global development & health policy).
  • Strategies on Policy Issues: Advanced skills in strategic communications with the public sector, private organizations and policy makers about relevant legislation, policies and procedures relating to SRHR.
  • Advocacy Technical Solutions: Advanced skills providing technical assistance, writing technical reports, and policy briefs targeted to decision makers.
  • Relationship Management: Advanced knowledge of donor relationship management, reporting, and program work planning.
  • Advocacy: Advanced advocacy skills with advocacy assignments and tasks in the development sector projects.
  • Public Sector Budget Process: Advanced knowledge of the budget formulation process of the public sector.
  • Sexual and Reproductive Health and Rights Services: Advanced knowledge of family planning and reproductive health principles, practices and services of assigned program, including program strategies and indicators.

  • Presentation and Facilitation Skills; Ability to present to large and small groups. Ability to lead in facilitating meetings with key stakeholders.

 

 

Minimally Required Education, Training and Experience:

  • Master degree in public health, public administration, public policy or related field
  • 7 years’ experience working in public policy or policy advocacy with an advocacy organization or an organization that implements international health and development projects
  • Prefer: Experience Family planning, sexual and reproductive health and gender area.
  • Deep knowledge of Sindh’s government systems, structures and hierarchies at the provincial and district level, interlinkages of governmental departments and other stakeholders, especially those related to public health and gender
  • Have previous working experience with Sindh government and can demonstrate networks within relevant government departments
  • Have experience with policy development and developing advocacy and communication tools
  • Excellent written and verbal communication skills in English and Urdu; ability to communicate in Sindhi would be an added benefit
