JOB PURPOSE:

This is a field based position and requires extensive travel. The incumbent is a member of MEAL team. S/he assists MEAL department in the implementation of MEAL system in the field. S/he contributes to program team capacities strengthening to improve program compliance, data quality, and processes

QUALIFICATION

Bachelor or equivalent in sciences or social sciences preferably in Education Program Evaluation, Education, Statistics, Mathematics, Economics, Business Administration or related disciplines from a recognized university. 

EXPERIENCE

Minimum 2 years of working experience in relevant capacity.

 

COMPETENCIES: 

  1. Sound planning, management and implementation skills
  2. Sound knowledge of different methodologies/techniques of M&E
  3. Knowledge of data handling storage, retrieval and analysis tools like MS Excel, SPSS, Epi Info. 
  4. Hands on knowledge of qualitative and quantitative data collection (FGDs, KIIs, IDIs), analysis and visualization tools and techniques.
  5. Strong verbal and written communication, interpersonal skills
  6. Strong report writing and analytical skills
  7. Time management skills
  8. IT skills: able to work on MS word, Excel and power point
  9. Able to handle short deadlines, and intense workload.

JOB RESPONSIBILITIES:

Planning, Monitoring and Reporting

  1. Setting up field monitoring plan in line with Performance Management Plan (PMP) and field team activity plan.
  2. Assisting Sr. MEAL Officer in setting up plans for studies, researches and other tasks handled by CO MEAL team.
  3. Synergizing field monitoring plans with program teams’ activity plan where possible for cost and time efficiency.
  4. Monitoring activities applying proposed tools in compliance to guidelines/directions for each activity and relevant tool.
  5. Conducting debrief meetings with the project teams on the monitoring findings.
  6. Presenting monitoring findings in clear and concise manner to produce data action points.
  7. Consolidating progress against indicators to report the same in Indicator Tracking Table.
  8. Regularly updating Action Plan Tracker (APT) and generating follow-up for delayed responses/actions.
  9. Assisting CO MEAL team in data analysis as and when required.

Data Quality Assurance

  1. Reviewing MOVs submitted by program team against agreed standards of data quality, data disaggregation criteria provided in the Performance Management Plan.
  2. Timely submitting MOVs verification report.
  3. Supporting CO MEAL team in planning & conducting data quality audits.
  4. Regularly cleaning program data and reporting anomalies to program team for improvements and rectification.
  5. Supervising data entry to ensure minimum transposition errors.

Capacity building and program support

    1. Orienting program team on data gathering tools.
    2. Supporting program team to better understand and utilize planning and reporting tools.
    3. Assisting CO MEAL team in organizing special capacity building initiatives.
