Relevant Experience:

 Individual consultant should have at least 15 years of overall experience. Experience of health sector is must. Related knowledge of all provinces of Pakistan shall be given due weightage. Good understanding of development sector. The consultant should have strong data analysis and report writing skills. Relevant IT skills will be given preference.

Job Description:

1.    Scope of Work

a)    The consultant shall start by visiting the TeleMedicine Centers in Punjab and assess them based on:

                        i.         Technology used including computer hardware, software and networking / telecommunications

                        ii.         Data capture and storage methods and tools in use

                       iii.         NADRA and other interfaces

                       iv.         HR Policies in place

                        v.         Expansion plans

b)    Study the fixed and variable costs in setting up and running the center.

c)     Make a complete plan of taking the TeleMedicine Centers of Punjab to Stage 2. This should lead to taking these Centers to Stage-2 for their sophistication in the level of handling data and predictive analysis using Data Analytics with all the hardware and software and upgraded skills required.

d)    Make a complete plan to take the Centers to Stage-3 to make them self sustaining and be a part of the entire healthcare system of the province and integrate them into the national healthcare system. This should also involve automating the response to callers and substituting human responders with Artificial Intelligence tools.

e)     Replicate the Punjab model in Baluchistan, KPK and Sindh in Stages 1, 2 and 3.

f)     The consultant shall make a plan to upgrade selected Digital Hubs to provide TeleMedicine Services to the rural communities in its area and link into the provincial and national healthcare systems. This upgradation plan will mean upgradation of space, additional equipment, Internet bandwidth and additional furniture. This plan should also include the requirements for onsite nursing staff, both male and female.

2.    Deliverables

a)    Present the complete results of study of the existing TeleMedicine Centers of Punjab based on the technology, HR, Costs.

b)    Prepare and present a Report on the TeleMedicine Centers upgradation to Stage 2.

c)     Prepare and present a Report on the TeleMedicine Centers upgradation to Stage 3.

d)    Develop a comprehensive plan to include TeleMedicine in selected Digital Hubs of all four provinces to serve their rural communities.

e)     REPLICATE the Punjab Model of TeleMedicine Centers along with their Upgradation to Stage 2 and 3 in Baluchistan, KPK and Sindh.
