  1. A.           Finance, Compliance and Administrative Management
  • Ensure that program implementation is in accordance with USAID regulations and procedures and they specifications determined in the Task Order, assuring fair and transparent procurement processes, review of financial management, and activity implementation. Ensure timely dissemination of new initiatives and policies and monitor their implementation.
  • Manages overall financial management and administration of the contract, and will provide management support and oversight in the implementation of program activities.
  • Advise the CD concerning relevant issues within or external to the project, including personnel and administrative responsibilities. In addition to necessary operational and administrative skills, this position requires someone with initiative, who is well-organized, can handle pressure and deadlines, work in complex and conflict-affected areas, is capable of training and supervising staff, and has strong computer skills.
  • Manage the USG/USAID required vetting processes/procedures, ensuring timely, complete and accurate information is s submitted to the Vetting Support Unit (VSU).
  • Review the completed Partner Information Forms (PIFs) as per the USAID Pakistan Mission Order 300.6 regarding vetting and amend/make changes to the PIFs as required before submitting to the Vetting Support Unit (VSU). Provide responses to any follow up queries from the VSU to ensure timely review/response from VSU
  • Support the Country Director to meet contract's objectives, manage budget and program staff, maintain good working relationships with local partners, manage reporting requirements.
  • Provide staff supervision and partner support while adhering to contract objectives and technical quality and reporting requirements,
  • Contribute to development of annual work plans and budgets, procurement and other administrative work, guidance of budget and expected result alignment, review of annual budgets and quarterly reports, and ensuring of cost-effective and compliant use of resources
  • Ensure support teams -including administration, finance, and logistics teams - function efficiently to advance project implementation, Prepare budgets for annual work plans and financial reports for GHSC-PSM
  • Provide strategic guidance to program team to align all program related activities to allowable and allocable budget line items.
  1. B.           Inventory and Logistics
  • Oversee all aspects of project-sponsored conferences, trainings and events
  • Oversee travel arrangements and ensure they are in accordance with USAID and corporate travel requirements
  • Ensure management of project assets including inventory, vehicles and files Ensure that all equipment is used in accordance with program and U.S. Government guidelines.
  • Oversee the organization of shipment services with freight forwarder as required, including coordinating customs clearances for export and import of   goods

 

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Bachelor’s degree in related field; Master’s degree preferred.
  • Minimum of seven (7) years of experience in Operations Management; USAID experience preferred.
  • Experience managing large offices.
  • Strong knowledge of Human Resource and Procurement concepts and best practices, and USAID regulations.
  • Knowledgeable on local labor laws, ability to interpret local labor laws; previous experience interacting with labor counsel preferred.
  • Demonstrated leadership, versatility, integrity, and confidentiality.
  • Strong attention to detail, high degree of accuracy and thoroughness, and proven ability to manage staff.
  • Excellent interpersonal, diplomacy, and communications skills.
  • Fluency in English required.

Level of Effort and Location

 This long-term position will be based in Islamabad, with intermittent travel throughout the country.

 

Supervision

The Director Operations, Finance, Compliance & HR will report directly to the USAID GHSC-PSM Country Director.
