Deliverables

An on-ground assessment of the PWITI facility using an objective assessment methodology.

 

The key deliverable for the consultant will be a comprehensive PWTI Needs Assessment Report with the following clearly identified sections outlining assessment methodology, findings and discrete actionable recommendations, action timeline and the anticipated cost to complete the recommendations.

Recording of all interviews, IDIs, FGDs

Electronic and paper-based hard copies of the overall report.

 

Conduct key informant interviews and focus group discussions with relevant stakeholders from PWD, DoH and PWTI for an informed needs assessment.

 

Supported by observation, interviews and focus group discussions, the consultant will undertake a rigorous needs assessment

a.       Structural needs assessment:

  • To assess the existing infrastructure of PWTI, identify the deficiencies and suggest way forward.
  • To identify the available furniture, fixture, equipment and instrument and suggest the future requirements
  • To assess the availability of electric, water and sewerage facilities, and identify deficiencies, if any.
  • To assess the training rooms, offices, meeting rooms, residential blocks, identify the gaps and provide a list of future requirements.

 

 

 

A detailed report of existing infrastructure of PWTI and list the future requirements including furniture, fixtures, instrument and equipment required for offices, meeting rooms, training halls, & residential blocks, as well as recommendations regarding gaps in electric, water and sewerage facilities.

b.      Functional needs assessment:

  • To review the current roles and responsibilities of PWTI and suggest further enhancing the role of PWTI
  • To review the current organogram of PWTI and suggest modification in it.
  • To assess the current staff availability and suggest future requirement, based on the assessment
  • To assess the existing capacity of PWTI and suggest means and ways (Such as establishing a computer Lab, e-lab, FP Skills lab) to convert it into a center of excellence.

 

 

 

A detailed report regarding existing resources available for effective governance and current staff capacity for supporting various functions. The assessment should identify and describe requirements for strengthening, including additional staff requirement, training needs assessment, and an updated organogram with accompanying terms of references for organizational staff, including tutors and support staff.

c.       Technical needs assessment:

  • To review the current curriculum/syllabus of PWTI, identify gaps and propose way forward.
  • To review the currently available IEC material including audiovisuals and suggest steps to update the IEC material.
  • To review the currently available simulations, models, and teaching methods and suggest ways to bring it at par with international standards.
  • To assess the capacity of existing staff of PWTI, identify gaps and suggest steps for improvement.
  • To suggest steps to enhance technical and teaching skills of Staff of PWTI and RTIs.

 

 

A detailed report on currently available curricula, syllabi and recommendations for bring these at par with international standards. Recommendations to incorporate changes in existing training modules, simulations and other guiding materials for technical domains. This section should also include an assessment of availability and need for improvement in learning aids including requirement for establishing/strengthening/modifying a digital resource centre, an FP skills lab, and classroom teaching aids (IEC materials and audiovisual materials).


Desired Qualifications

  • Master’s Degree in Social Sciences and 5+ years of relevant experience.
  • Health sector background, specifically related to MCH and FP.
  • High level and operational understanding of public sector system for PWD and DoH, Sindh.
  • Strong understanding and demonstrated experience of working in collaboration with public sector stakeholders.
  • Previous track record of undertaking similar assignments.
  • Strong background in research is preferred.
  • Excellent written and verbal communication skills in ENGLISH and URDU.
  • Travelling required: 20%
