THE ROLE

Job title: Monitoring, Evaluation and Reporting (Consultant)

Consultant Fee: 100,000 PKR  including all applicable Taxes/Deductions as per rule    

Reporting to: Regional Director, M&E Coordinator and Deputy Director Programme.

Duration: 10 working days a month (consecutive) April 2020 to December 2020

Key peer group: Project Team

Location:  Rawalpindi, Pakistan

Purpose of the role:        

The job holder will closely work with the Project Managers and senior team of CABI Central & West Asia centre in Pakistan. The position is supposed to plan, implement and report on the M&E of each project and overall centre targets. The job holder will ensure that in addition to the contractual commitments with the funding partners, each of the centre project delivers its best in terms of gender, partnerships, sustainability and CABI’s overarching commitments biosciences and the environment. The job holder will be expected to backstop project teams to monitor performance indicators, milestones and support collection of qualitative and quantitative evidence on the impacts. The position will closely work with centre’s communication specialist for delivering high quality impact insights and circulation briefs.

Key accountabilities:

  • Understand and link each project’s outputs as given in the respective Project Documents to design and conduct project monitoring & evaluation and generate reports.
  • Conduct field missions for ‘M&E Review’ of each project to identify strengths, weaknesses, risks and immediate actions/recommendations for the project boards. 
  • Arrange briefing to respective project managers, deputy director programme and M&E Coordinator on the agreed format for next / proposed actions and way forward after conducting project monitoring and field missions.
  • Undertake monthly review of each project’s milestone report to be submitted to donor as per donor format as guided by the M&E Coordinator and DDP.
  • Training, capacity building coaching of project managers on M&E systems tools and processes
  • Help M&E team to support uploading of data / information on CABI tools and dashboards.
  • Support project managers and their team to implement project level activity monitoring procedures and report progress against work plans and team goals.
  • Assist in designing activities to identify lessons learned and implications for projects’ success/failure and report clear findings to the senior team for necessary corrective actions.
  • Contribute to documenting and sharing experiences and using lessons learned to improve effectiveness and sustainability of the centre projects.
  • Undertake any other task given by the supervisor.  

CANDIDATE PROFILE

Education & Qualifications

Master degree in social science or other relevant field with demonstrated experience directly relevant to the ToRs. 

Experience

  • At least 05 years’ post qualification experience
  • Fluency in English, with first class written and oral communication skills
  • Broad understanding of the use of applied biological science in international development
  • Proven ability to rapidly evaluate complex information to ascertain its potential usefulness, and to produce a synthesis
  • Excellent numeracy skills
  • Excellent interpersonal skill, working as a team player, and deliver to tight deadlines
  • Understanding of gender issues and how to mainstream gender perspectives in projects
  • Familiarity with the log-frame and other strategic planning approaches
  • Good working knowledge of the MS Office suite of programs specifically Word, Excel, PowerPoint and Outlook
  • Competence in at least one other major language
  • Proven ability to work in a cross cultural and multidisciplinary team environment
  • Familiarity with MS SharePoint
