Job Description:

The role of Sr. Programme and PMER Officer is to provide support to key thematic programme section (s), projects and partners of the organization to ensure improved programme quality & implementation; availability of timely and high-quality data and reports for informed management decisions; accountability and lessons learning for evidence generation and adaptive programming. Sr. Programme and PMER Officer will be responsible for providing direct support to all thematic programme sections of the organization (PB, GBV, CRWASH, and CSEE as crosscutting), in devising Theory of Change (ToC), Results frameworks, PMER plans, capacity building of partners staff on PMER, development of accountability mechanisms at the project/community level, and support the design of evaluation and reviews, with preparation of evaluation management and response plans.

The Sr. Programme and PMER Officer will work under the supervision of the Deputy Country Director of Country Office Islamabad, in coordination with Programme Coordinators and additional technical support from the Country Director and Technical Advisors based at the organization’s Head Office.

1.         KEY AREAS OF RESPONSIBILITY

  • To develop and update theory of change for the organization projects under the key thematic areas.
  • Assist Programme Coordinators in designing log frames/frameworks for ongoing and new projects.
  • Provide technical assistance to Programme Department and partners’ staff for quantitative & qualitative information gathering, analysis, quality control, reporting and documenting learning for adaptive programming and informed management decisions.
  • Ensure programmatic compliance as per contractual obligations, systems and procedures and agreed standards defined in partners’ contracts, proposals and PMER frameworks.
  • Contribute to learning and quality reviews by preparing, disseminating and analysing data, lessons learnt and good practices.
  • Support Country Director, Deputy Country Director and Programme Coordinators in improving quality of donor reports especially highlighting project contribution towards results, key learning, areas of improvements and risk management.

2.         MAIN TASKS

  • Responsible for planning and coordination of Programme and PMER needs of CO, HO and donors.
  • Facilitate baselines-end line surveys, monitoring, evaluation activities of all thematic programme sections in coordination with Programme Coordinators and DCD and maintain quality monitoring and evaluation reports for the improvements of existing and future programmes/projects.
  • Generate accurate PMER systems (ITCs, RFW, Reflective Sessions) for timely monitoring and collection of data for documentation and periodic reporting of projects and programmes to HO and donors to demonstrate impact of achievements and constraints against short-mid-long term expected results.
  • Design and provide capacity development support to partners staff on development of their monitoring framework and annual plan for monitoring of projects.
  • Where relevant and possible provide support to the organization and partners programme staff on the use of digitalization tools for monitoring and reporting results.
  • Provide additional support to the DCD and CD in review and quality assurance of the project proposals, quarterly, mid-term, and annual reports due to the organization HO and other donors

3.         OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSTION

  • Coordination with other Departments (Programme, Admin/HR, Finance)
  • Advise senior management on how reporting on cross-cutting themes (gender sensitization, conflict sensitivity, accountability/CHS) could be ensured
  • Compliance with organization’s HR, security routines, regulations and SOPs.
  • Must be available to travel to the field for 50% of time on short notice.
  • Expected to be team players, flexible and willing to contribute to organization in other areas that may not be specifically defined in his/her own Job Description at the direction of their Line Manager or the Country Director.
  • Any other task assigned by the supervisor & CD.
  • Changes in this job description will take place after discussions between employer and employee, and as a part of the annual Performance review follow-up.

Qualification & Experience Required:

  • At least 07 years of experience of working in relevant field.
  • Master’s degree in development studies or relevant subjects.
  • Experience with management of external relations and experience in training and supporting staff.
  • Familiarity with or experience in supporting the development of relevant and up to date monitoring and  evaluation frameworks in PB, GBV, CLWASH, CSEE, and humanitarian projects.
  • Proven track record of quality reporting for donors like Government, UN, DFID, CoS, EU, NORAD etc.
  • Experience with management of external relations and experience in training and supporting staff.   

Duration of Job:

  • 1 year with possible renewable extension

Field Travel:

  • Islamabad based job with upto 30% travel to the field
