ABOUT PROJECT:
Background
Building Disaster Resilience in Pakistan (BDRP) project is being implemented by CAWI consortium funded by DFID (UK) in province Punjab, KPK and Sindh. VEER Development Organization is implementing partner of CAWI consortium lead organization Concern Worldwide in District Dera Ismail Khan. Under BDRP project 07 flood-prone union councils in Tehsils Paharpur, D.I.Khan and Daraban of district D.I.Khan has selected with total of 70 villages. Following are the targeted UCs:

- Dhap Shumali
- Mandhran
- Chehkan
- Gandi Umer Khan
Programme Summary
The main objective of the CBDRM component of BDRP programme is “inclusive community disaster management committee’s implementation plans; financed projects based on risk assessment.” The delivery of CBDRM will assist village communities to mitigate and prepare for disasters through improved early warning systems, risk information, strengthening livelihoods assets and improved linkages with market.
Following are the three outputs of the programme:
Output 1: Target communities have effective disaster risk management structures in place to take up and advocate resilience-building measures;
Output 2: Target communities and households are prepared to (a) cope with climate-related natural disasters and (b) adopt risk reduction measures, and
Output3: Target communities & households are introduced to sustainable livelihoods and environmental management practices for resilience building.
ABOUT ASSIGNMENT:
Rationale for the assignment
Rural poor communities’ face numerous barriers which prevent them from participating in mainstream market systems. Lack of market information, limited knowledge of market information, lack of a formal mechanism for collective purchase and marketing as well as poor business skills are identified as a constraint within rural communities for both men and women during the market assessment and value chain analysis. To address these barriers under the CBDRM-BDRP Programme strengthening the capacity of the selected beneficiaries is planned; VEER Development Organization is looking consultancy services to design business skills training on a modular approach with following specific objectives:
Specific Objectives
- To build the capacity of selected participants on basic numeracy, literacy and life skills to enable them to engage with the market.
- To improve and build the capacity of selected farmers to manage their business on different aspects of micro-enterprise management – general management, marketing, operations, risks, and finance.
- To facilitate selected participants in building backwards and forward linkage including linkages with microfinance institutes (MFIs)
Scope
Target group – Total 540 Beneficiaries in district D.I. Khan has been selected who are the main targets for these training.
Geographical scope–7 Union Councils of Dera Ismail Khan District in Khyber Pakhtunkhwa province (list of villages and U/Cs will be provided later)
Approach and Methodology
The Consultancy firm/Individual would propose the approach and methodology for the assignment based on the general guidelines provided below;
- Review of BDRP programme documents, IEC Material, Training and livelihood related activities.
- Review of the documents for the similar techniques adopted in Pakistan.
- Meeting with relevant staff, Department, financial institutions in the area to discuss the contents of training, schedule and other related arrangements/ prerequisites for the Training and other activities.

Approach (Implementation)
The consultant(s) will produce the following key outputs; these outputs can be further adjusted after the selection of consultant:
- Design training on modular approach (more regular-weekly and of shorter duration) and dynamic teaching methods to develop group members’ interest in education and develop the business skills.
- To analyze training need, education and understanding level of participants and design training content and methodology accordingly.
- Provide training in the field and maintain all the record (pre and post evaluation, beneficiary list etc.).
- Submit the Training Report
Lines of Communication
The consultant will coordinate with Project Manager BDRP VEER Development Organization.
Skills, Experience and Qualifications
- Postgraduate level qualification in related subjects (Business administration, Marketing, economics or related)
- At least 3 years’ experience in developing and facilitating training on business skills (basic numeracy/literacy, life skills and enterprise development training).
- Demonstrable experience in facilitating training on business skills.
- Excellent communication (report writing) and facilitation skills.
- Inclusion of women in Implementing Training Team. Preferably, who can speak the local language (Saraiki)
Structure of Technical Proposal/Expression of Interest and Submission Guidelines
Interested Consultancy firm/Individual with relevant experience may submit sealed technical and financial proposals according to following details;
- Consultancy firm/ Consultant profile clearly stating the company’s / individual capabilities of undertaking the presented task.
- Previous and existing list with details of various assignments completed.
- Consultancy firm/ Consultant must provide evidence of previous work done in similar assignments.
- Detailed work plan of an assignment.
- CVs/profiles of the team, who will work on the assignment.
Monitoring and Evaluation:
The activity may be monitored by the M&E Person of VEER Development Organization/ CWW.
Time frame
These training/visits will be spread over a period of 3 months starting from August 2019-November 2019.
Support from VEER Development Organization:
VEER Development Organization will provide the following support for the assignment:
- Provide all the relevant project documents/ material which will be support for the assignment.
- Provide timely feedback on Overall Implementation plan and training manuals.
- Provide Beneficiaries / Trainees for each task.
- Provide a venue for training sessions/ at village level with all the required sitting arrangements.
- Provide contact details of community members/lead persons at the village level.
- Provide stationary for training and trainees, photocopies of training material/ Handout for trainees as required by the consultant/firm/ institute/ organization.
- Provide vehicles for exposure visits.
Evaluation Criteria:
The proposal will be evaluated on the following grounds:
- Techniques, Methodology and process of the Training
- Relevancy / Profile of the Institute / Firm/ Consultant
- Quality of contents to the training
- Time to complete the assignment
- Financial Offer is not the sole criteria
Guidelines for Proposal:
- The Institute / Individual consultant / Firms are requested to follow the below-mentioned guidelines:-
- The Technical Proposal should elaborate the Techniques, Methodology and process which will be adopted to deliver the training & visits with the deadline.
- What types of Skill Development Sessions/ Contents will be incorporated in Training Modules
- The Proposal should also elaborate on the monitoring process, pre/post-test mechanism to gauge the %age of improvement and final certification for each trainee.
- The financial Offer should include the rates as per the assignment as mentioned in deliverables Sr.# 1 to 6 accordingly.

Bidders Instructions
Financial Offer /Quotation should be submitted on printed business letterhead paper in a sealed envelope as per the below specimen. Clearly marked “Technical and Financial Proposal for Training on Business Skills”. With complete details of Consultant/Individual Firm including phone number, address etc.
Rates: The prices must be in Pak Rupees inclusive of all applicable taxes.
Logistics Arrangements: The consultant will be responsible for all his/her own logistics arrangements; the consultant will be responsible for his/her travelling to reach a training venue.
Certificate: Please provide a copy of your National Tax Number Certificate/CNIC.
Payment Terms: Payment will be released through crossed cheque, after the satisfactory completion of Performance/services or as per agreed term and conditions in the services contract, upon submission of Invoice/ supporting documents for the said Performance/services.
Taxes: Tax will be deducted at source as per Govt. of Pakistan tax law / FBR’s updated guidelines
If GST is applicable, Performer must quote the unit rate inclusive of GST, in case of supplier is a GST registered and will provide the sale tax invoice then (GST should be mentioned separately from unit price).
Ethics: Consultant/ Firm must not be engaged in any child labour, human rights abuses, corruption, fraudulent, collusive or coercive practices including but not limited to applying/ bidding by multiple names/companies. If any bidder is found to be involved in such practices his/her bid may be rejected and the companies in question permanently blacklisted.
Criteria: The Evaluation Committee reserves the right to change the quantities or cancel/reject any or all offers without assigning any reason. The lowest price will not be the sole criteria; quality, delivery time and previous experience will also be considered.
