Job Description

The firm implements the Pakistan Health Logistics Management Information System (LMIS) Assessment project for UNICEF Pakistan. This project seeks to develop an integrated LMIS for maternal, neonatal, and child health (MNCH) that includes all Very Essential Medicines List (VEML) products in the Sindh and Punjab regions and to build staff capacity for using the newly developed system.  The Accountant will be responsible for efficient and smooth running of project accounting and financial aspects.

Principal Duties and Responsibilities (Essential Functions)

Assists the Deputy Country Director of Finance, Operations, and HR in all aspects of the project accounting and financial management lifecycle;

Oversee the processing of accounting transactions according to the general principles of accounting and adhere to home office field accounting manual procedures;

  1. Follow UNICEF policies, procedures, and regulations;
  2. Supervise the Bookkeeper and work with them to complete the tasks;
  3. Review payments prepared by Bookkeeper to ensure that all supporting documentation and approvals are accurate;
  4. Review copies of all receipts for all expenses;
  5. Facilitate provision of information and documentation during audits;
  6. Review expense reports;
  7. Oversee bank reconciliation process as a second reviewer;
  8. Ensure the maintenance of proper accounting documentation;
  9. Oversee processing of payroll each month and prepare salary receipt/payroll forms, as well as withholdings and employer contributions;
  10. Liaise with income tax authority and remit employee withholdings on a monthly basis;
  11. Serve as the primary point of contact with the home office Field Accounting & Support Team (FAST) representative;
  12. Review all coding sheets before they are sent to the DCD Operations, Finance & HR and CD for approval;
  13. Examine monthly wire transfer requests through a thorough analysis of projected project expenditures;
  14. Support the Operations and Finance Manager in subcontractor management by reviewing and monitoring monthly subcontractor invoices;
  15. Evaluate VAT reports to ensure accuracy and compliance;
  16. Ensure all transactions are in compliance with UNICEF rules and regulations;
  17. Support the Deputy Country Director of Finance, Operations, and HR as a liaison to other administrative and technical components to manage project financial budgeting and expenditure progress;
  18. Perform other duties as assigned.

Required Skills and Qualifications:

  1. Bachelor’s degree in Accounting or related field required.
  2. Association of Certified Chartered Accountants (ACCA), Chartered Institute of Management Accountants (CIMA) or equivalent professional qualifications preferred.
  3. Minimum of 4 years of experience; donor-funded programs experience desirable.
  4. Experience with accounting software ABACUS is an advantage
  5. Demonstrated ability in analyzing financial documents, projections, expenditures, and accruals.
  6. Skills in budgeting and financial analysis preferred.
  7. Familiarity with a proven ability to use standard accounting and spreadsheet software.
  8. Demonstrated ability to work with cooperating partners in implementing complex programs.
  9. Excellent interpersonal, written and oral communications skills; proven diplomatic and public relations skills.
  10. Demonstrated leadership, versatility, and integrity.
