Position Title:              Monitoring & Evaluation Specialist (Punjab)

TRF+ is a technical assistance project in health, funded by the Department for International Development (DFID), UK and managed by Mott MacDonald Limited, UK. The aim of the project is to provide technical support to the governments of Khyber Pakhtunkhwa and Punjab for implementing health reforms to improve Reproductive, Maternal, Neonatal and Child Health and Nutrition services, managed by the health departments. The project is a part of DFID’s Provincial Health and Nutrition Programme (PHNP), under which financial aid is provided to the provincial governments for health reforms.

Position Purpose and Summary: 

The position requires working closely with the Department of Health and district governments in the province. The specialist will provide technical guidance for system’s strengthening and capacity development in the field. She/he will work closely with related donor initiatives and TRF+ technical team, and represent TRF+ in deliberations with government.

Job Responsibilities:

  1. Assisting the government of Punjab to develop policies and strategies that build on research and best practice in M&E.
  2. Providing technical support to ensure implementation of M&E strategies in Punjab, including technical support to help Provincial and District Governments achieve sectoral targets in a timely manner.
  3. Supporting improved service delivery for M&E in Punjab, and assist in creating enabling environments for the delivery of M&E priorities, performance targets and results.
  4. Providing technical guidance in identifying the technical needs and priorities for TA and capacity development required for M&E services.
  5. Ensuring capacity development to enhance knowledge of and ability to program evidence-based M&E interventions.
  6. Organizing and managing technical meetings and workshops, including developing design and technical materials and ensuring achievement of desired outputs.
  7. Support to Independent Monitoring Unit (IMU) by providing technical inputs in modifying android application and development of dashboard for automating roadmap analysis
  8. Taking the lead in supporting the government in following areas:
  • Reviewing health policies and strategies and institutional frameworks for improving M&E services and outcomes.
  • Reviewing the overall health systems at provincial and district level in terms of their effectiveness in facilitating M&E services to the beneficiaries.
  • Reviewing the leadership and governance mechanisms that affect M&E service delivery.
  1. Carry out any related assignment assigned by the Provincial Team Leader.
  2. Contribute to lesson learning and dissemination of knowledge products.
  3. Responsible for implementation and compliance with the Mott MacDonald Integrated Management System regulations
  4. Contribute to writing programme reports and collating statistics as required by DFID and HLSP.
  5. Work in coordination with Peshawar based M&E specialist to ensure that approaches are aligned.

Qualification & Experience:

Post graduate degree in Public Health or related social sciences ideally with specialization in M&E. Good understanding of monitoring, research and evaluation principles and practices. Ten years’ experience in monitoring, research and evaluation of health programmes will be preferred. Substantial knowledge of health sector and experience of working with the government systems and procedures required. Knowledge of provincial health reform initiatives and working of the outreach health programmes is also a requirement. Experience of coordinating with the development partners and national and international NGOs is preferred.

This position requires frequent travel to the districts in Punjab.
