An international humanitarian organisation ("the Purchaser") invites proposals from Pakistani NGOs to serve as its implementing partner in District Muzaffargarh, Punjab, for five months: leading community capacity building, advocacy and anticipatory-action activities with its own project coordinator, a community mobiliser and two vehicles, and supporting the construction works and the distribution of hygiene kits.

Method

Request for Proposals, two envelopes (technical, then financial). A technical score of 70 out of 100 passes; then 80% quality and 20% price, with a due-diligence visit to the top two. On the price form the NGO chooses the staff and the vehicles it needs from lists and prices each per month; the months are fixed at five.

  • An NGO registered in Pakistan for 2 years or more, with valid EAD permission to receive foreign contributions, Punjab Charities Commission registration, NTN and audited financial statements for 2025-26 at least
  • PSEA, child safeguarding, anti-fraud and complaints policies in place
  • An office or working presence in Muzaffargarh or a neighbouring district
  • Not on any sanctions or proscribed list
