Job Summary
The MEAL Officer will support the design, roll-out, and day-to-day implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities at the field level. S/he will be responsible for field-level data collection, data quality assurance, maintaining feedback and complaints mechanisms, and supporting the Monitoring & Accountability Manager in ensuring that project activities are tracked, documented, and reported accurately to inform decision-making and continuous improvement.
Job Responsibilities
- Monitoring & Data Collection: Conduct regular field monitoring visits, collect quantitative and qualitative data using approved tools (surveys, checklists, KIIs, FGDs, observation), and ensure data is recorded accurately and in a timely manner.
- Data Quality Assurance: Conduct spot-checks and data verification exercises to ensure completeness, accuracy, and consistency of data collected at the field level, and flag/correct data quality issues.
- Accountability & Feedback Mechanisms: Operate community-level feedback and complaints handling mechanisms (help desks, hotlines, suggestion boxes), log and route complaints/feedback, and follow up on resolution and closure with relevant teams.
- Database Management: Enter, clean, and maintain project data in databases/MIS (e.g., Excel, KoboToolbox, ODK), and support the generation of routine data outputs for reporting.
- Reporting: Support preparation of monitoring reports, data summaries, and case studies, and share field-level updates, achievements, and challenges with the Monitoring & Accountability Manager on a regular basis.
- Community Engagement: Conduct community sensitization sessions on project objectives, accountability mechanisms, and beneficiary rights, and ensure participation and inclusion of vulnerable groups in MEAL processes.
- Capacity Building Support: Assist in orienting field staff, volunteers, and partners on MEAL tools, data collection protocols, and accountability standards.
- Coordination: Coordinate with project/program teams at the field level to align monitoring schedules with project activities and ensure timely availability of data for decision-making.
- Learning Documentation: Document lessons learned, success stories, and areas for improvement from field monitoring and feedback processes, and share these with the MEAL team.
- Compliance: Adhere to PMS policies, data protection principles, and safeguarding standards while carrying out all MEAL-related field activities.
Job Specifications
Education:
- Bachelor's degree in Social Sciences, Development Studies, Statistics, Public Administration, or a related field. A Master's degree will be considered an added advantage.
Work Experience:
- 3 to 4 years of relevant experience in monitoring, evaluation, accountability, or data collection, preferably within the development/humanitarian sector.
Skills and Competencies:
- Data Collection & Tools: Working knowledge of qualitative and quantitative data collection methods and familiarity with digital data collection tools such as KoboToolbox or ODK.
- Data Management: Proficiency in MS Excel and basic data entry, cleaning, and organization; ability to maintain accurate records and databases.
- Analytical Skills: Ability to identify data quality issues, trends, and inconsistencies, and to summarize findings in a clear manner.
- Communication Skills: Strong verbal and written communication skills in English and Urdu (local/regional language skills preferred), with the ability to engage respectfully with communities and stakeholders.
- Accountability Orientation: Understanding of accountability principles, complaints and feedback mechanisms, and beneficiary protection standards.
- Interpersonal Skills: Ability to work sensitively and respectfully with diverse and vulnerable communities, and to build trust with beneficiaries and local stakeholders.
- Organizational Skills: Good time management and ability to plan and carry out field visits within agreed schedules, often in remote or hard-to-access areas.
- Adaptability: Willingness to travel extensively to field locations and adapt to changing field conditions and priorities.
- Ethics and Integrity: Demonstrated honesty, professionalism, and commitment to confidentiality, impartiality, and upholding PMS values and principles.
The duties listed above cover most of the tasks that would be performed by the job holder in this position; however, staff may be assigned any other official tasks as and when required.
