Village Facilitation Officer

Purpose of the Position

The Village Facilitation Officer will facilitate community engagement, strengthen local institutions, support participatory development planning, and promote inclusive community participation in project implementation, monitoring, and accountability processes.

Key Responsibilities

1. Raise awareness and conduct gender-segregated social outreach on project objectives, the infrastructures, and the roles/responsibilities of all stakeholders.
2. Mobilize all segments of the community including women, youth, the poor and very poor, IDPs/returnees, landless, minorities and persons with disabilities to participate in planning, implementation, monitoring and accountability.
3. Identify community champions and Champion VC/NCs to carry the work forward beyond the project life.
4. Facilitate formation of committees and sub-committees.
5. Build the capacity of VC/NCs and sub-committees in their roles, meetings/minutes, leadership, beneficiary identification, basic community accounting & procurement, grievance handling, conflict resolution, and linkages development.
6. Support Communities in establishment of key practices (periodic meetings, rotating chairmanship, public awareness, resource mobilization) and reach marginalized interest groups.
7. Facilitate the participatory exercises and transfer outputs into village planning including Public Resource Map (with hazard/risk areas), Well-Being Analysis, Seasonal Calendar, Education Analysis, Health Analysis, Leaking Pot / Income Expenditure Analysis, and Women’s Access/Mobility Maps).
8. Facilitate the Village Implementation Plan (VIP) process.
9. Actively increase women’s participation through dedicated women’s exercises and consultations.
10. Facilitate the Pakistan Approach to Total Sanitation (PATS/PATS Plus), including CLTS triggering, defecation mapping, transect walks and Open Defecation Free (ODF) planning with intensive activity.
11. Conduct regular field visits and support Community Participatory Monitoring and Social Audits.
12. Support community compliance with social and environmental safeguards orientation.
13. Conduct regular field visits and monitor progress of project activities.
14. Collect and verify community-level information and beneficiary data.
15. Prepare daily, weekly, monthly, and quarterly progress reports.

24. Support technical teams during implementation of community infrastructure activities.
25. Perform any other project-related task assigned by the supervisor.

5. Required Qualifications and Experience

1. Master degree (16 years of education) in Social Sciences, Rural Development, Sociology, Anthropology, Development Studies, Public Administration, Political Science, Education, or any other relevant discipline from a recognized institution.
2. Relevant experience in community mobilization, social mobilization, rural development, local governance, or development sector projects will be an added advantage.
3. Preference will be given to local domicile holders in targeted districts.
4. Experience working with Village Councils, community institutions, local government systems, or donor-funded projects will be preferred.
5. Familiarity with participatory development approaches and community-driven development models.
6. Ability to conduct extensive fieldwork in remote and rural areas.
7. Strong communication and facilitation skills in Pashto and Urdu.

9. Demonstrated ability to work effectively with diverse communities and stakeholders.
10. Experience in conducting trainings, community meetings, and awareness sessions.
11. Knowledge of the socio-cultural context of merged districts will be an advantage.
