Consultancy Assignment
CBM Pakistan invites Expressions of Interest (EOIs) from qualified individual consultants and consultancy firms to conduct a Feasibility Study for a proposed BMZ-funded project titled:
"Strengthening Inclusive Eye Health Systems for Sustainable Vision Care in Lar District, South Punjab."
The proposed project will be implemented in partnership with Layton Rahmatullah Benevolent Trust (LRBT) and aims to strengthen disability-inclusive and sustainable eye health systems through community-based screening, school eye health initiatives, strengthened referral pathways, diabetic retinopathy management, facility strengthening, accessibility improvements, and enhanced inclusion of persons with disabilities.
Assignment Objective
The feasibility study will assess the relevance, feasibility, sustainability, inclusiveness, and implementation readiness of the proposed intervention. The study will provide evidence-based recommendations to strengthen project design and support the final development of the BMZ funding proposal.

Lar District, South Punjab, Pakistan
Assignment Duration
Approximately 60 days, commencing in July/August 2026.
Scope of Work
The consultant/firm will be responsible for:

Conducting a comprehensive feasibility assessment of the proposed intervention.

Assessing project feasibility against OECD-DAC criteria (Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability).

Reviewing existing eye health systems, referral pathways, institutional capacities, and accessibility considerations.
-
Assessing disability inclusion, gender responsiveness, safeguarding considerations, and participation of marginalized groups.
-
Conducting stakeholder consultations and field assessments as required.
-
Providing practical recommendations to strengthen project design, implementation arrangements, monitoring systems, sustainability mechanisms, and institutional ownership.
Required Qualifications and Experience
Interested consultants/consultancy firms should demonstrate:

Advanced degree in Public Health, Eye Health, Health Systems Management, Development Studies, Disability Studies, Social Sciences, or a related field.

Proven experience in conducting feasibility studies, evaluations, assessments, or research assignments for development programmes.

Strong expertise in health systems strengthening, disability-inclusive development, public health, or eye health programming.

Demonstrated experience in applying qualitative and quantitative research methodologies.
-
Sound understanding and practical application of OECD-DAC criteria.
-
Experience working with government stakeholders, civil society organizations, and vulnerable populations.

Excellent analytical, facilitation, and report-writing skills in English.

Experience in Punjab and/or eye health programming will be considered an added advantage.
