Job Summary:

The MEAL Officer will be responsible for designing and implementing Monitoring, Evaluation, Accountability, and Learning systems for health-related programs. The position requires a qualified professional with strong analytical, reporting, and field experience to ensure high-quality data collection, performance tracking, and evidence-based decision-making in healthcare projects.

Key Responsibilities:

1. Monitoring

  • Develop and implement monitoring plans for health programs
  • Conduct regular field visits to health facilities and outreach sites
  • Track project indicators (clinical services, outreach activities, patient outcomes)
  • Ensure timely and accurate data collection from field teams
  • Verify data quality, accuracy, and completeness

2. Evaluation

  • Support baseline, midline, and endline surveys
  • Analyze program effectiveness and health outcomes
  • Prepare evaluation reports and presentations
  • Contribute to impact assessments and operational research

3. Accountability

  • Establish and manage community feedback and complaint mechanisms
  • Ensure patients and communities can safely provide feedback
  • Investigate and respond to complaints in coordination with management
  • Promote transparency and accountability in service delivery

4. Learning

  • Document lessons learned from field implementation
  • Organize review and reflection meetings with staff and stakeholders
  • Support adaptation of program strategies based on evidence
  • Share findings with internal and external stakeholders

5. Data Management & Reporting

  • Use tools such as Excel, DHIS or similar platforms
  • Prepare monthly, quarterly, and annual MEAL reports
  • Ensure data accuracy and compliance with donor requirements

6. Coordination

  • Work closely with medical teams, field staff, and partners
  • Support capacity building of staff in data collection and reporting
  • Liaise with donors and implementing partners as required

Required Qualifications:

  • MBBS degree from a recognized medical institution
  • Valid PMDC/PMC registration (or relevant medical council registration)
  • 8–10 years of relevant experience in MEAL, public health, or project monitoring (NGO/health sector preferred)
  • Strong understanding of health indicators and clinical programs

Required Skills:

  • Strong analytical and reporting skills
  • Proficiency in MS Office (Excel, Word, PowerPoint)
  • Experience with data collection tools (DHIS, KOBO Collect, etc.)
  • Excellent communication and report writing skills
  • Ability to work in field conditions and travel frequently
  • Strong problem-solving skills and attention to detail
