Development Executives (DevExecs)
Development Executives (DevExecs) is a Pakistan-based international development consultancy with 16 years of delivery across FCDO, USAID, DFAT, ADB, and UNDP- funded programmes.
We have mobilised over $420M in private investment, supported $700M+ in programmes across 20+ countries, and delivered flagship economic growth and trade programmes for FCDO and USAID in Pakistan.
We are building an expert roster ahead of a substantial FCDO and EU programme pipeline opening in Pakistan.
We invite expressions of interest from experienced professionals with a minimum of five years of donor-funded programme experience and a demonstrable track record in one or more of the areas below.

Familiarity with climate investment frameworks, blended finance, or green bonds |
| Economic Governance & Public Financial Management |
Experience with fiscal policy, revenue reform, or public expenditure management |
| Renewable Energy & Climate Resilience |
Technical or advisory background in energy transition or climate adaptation |
| Federal & Provincial Regulatory Reform |
Experience engaging government on policy and regulatory change in Pakistan |
| GESI & Gender-Smart Programming |
Demonstrated integration of gender equality and social inclusion across donor-funded programmes |
| Monitoring, Evaluation & Learning |
Experience designing and managing MEL frameworks for complex, multi-component programmes |
| Governance, Rule of Law & Public Service Delivery |
Background in institutional strengthening, justice sector reform, or public service improvement |
Provincial-level expertise across KP, Punjab, and Sindh is particularly valued. Both long-term and short-term consultancy profiles are welcome.
