WASH Officer

Background

AGAHE, with the support of Welthungerhilfe (WHH), is implementing a WASH Systems Strengthening Initiative (Phase II) in District Muzaffargarh aimed at enhancing sustainable access to safe water, improved sanitation, and hygiene practices through system-level interventions and resilient infrastructure.

Purpose of the Role

The WASH Officer (Program + Infrastructure) is responsible for the effective planning, implementation, and monitoring of both the software (programmatic) and hardware (infrastructure) components of the WASH interventions. The officer will ensure technical quality, compliance with standards, and meaningful community participation throughout the project lifecycle.

Key Responsibilities:

Programmatic / Software Responsibilities: 

• Contribute to the development and implementation of WASH behavior change strategies (e.g., hygiene promotion, menstrual hygiene management, safe water handling). 
• Support the design and delivery of awareness sessions and BCC campaigns in collaboration with the Community Development Officer. 
• Ensure integration of gender, protection, and inclusion in all WASH activities. 
• Facilitate capacity building of WASH Committees, communities, schools, and health facilities on O&M, hygiene promotion, and WASH governance.
• Participate in assessments, surveys, and evaluations related to WASH services and needs.

Infrastructure / Hardware Responsibilities:

• Conduct technical assessments, feasibility studies, and BOQ preparation for water supply schemes, latrines, handwashing stations, and other WASH infrastructure.
• Supervise the construction and rehabilitation of WASH facilities to ensure adherence to technical specifications, quality standards, and timelines. Coordinate with contractors, skilled/unskilled laborers, and procurement teams during implementation.
• Ensure environmental and climate resilience aspects are integrated into WASH infrastructure designs.

Monitoring, Documentation & Reporting:

• Monitor implementation progress, identify bottlenecks, and propose timely corrective measures.
• Maintain detailed records of infrastructure progress, programmatic interventions, and community feedback.
• Prepare and submit regular field reports, technical documentation, and success stories.
• Support MEAL team in conducting baseline, midline, and post-intervention assessments.

Coordination and Representation:

• Liaise with relevant government departments (PHED, Municipal Committees), local authorities, and other WASH stakeholders.
• Represent AGAHE at technical meetings, site visits, and coordination forums.
• Contribute to the preparation of donor reports, proposals, and presentations as needed.

Required Qualifications and Experience:

• Bachelor’s degree in Civil/Environmental Engineering, Public Health, or a relevant f ield (Master’s preferred).
• At least 3–5 years of proven experience in planning, implementing, and supervising WASH programs and infrastructure projects.
• Strong knowledge of government WASH standards, Sphere Standards, and climate resilient WASH design.
• Experience in both community engagement and technical WASH works in rural settings.
• Familiarity with donor-funded WASH projects, especially WHH or similar.
• Proficiency in MS Office, AutoCAD, and other engineering software/tools.
• Fluency in Urdu and Saraiki; working knowledge of English preferred.
• Willingness to travel and stay in field locations as needed.
