Jhpiego is an international non-profit health organization affiliated with The Johns Hopkins University, USA. For over 50 years and across more than 150 countries, Jhpiego has worked to improve the health of women and families by strengthening health systems and building local capacity.
In Pakistan, Jhpiego is supporting the Government of Pakistan, through the Federal Directorate of Immunization and provincial EPIs, in the introduction and scale-up of the Human Papillomavirus (HPV) vaccine under Gavi-supported initiatives. As part of ongoing efforts, there is a critical need to strengthen institutional mechanisms for both:
- Education sector engagement (particularly for school-based HPV vaccine delivery and routinization)
- Civil Society Organization (CSO) engagement for community mobilization and demand generation
While both areas are recognized as essential, systemic gaps persist, including:
- Absence of standardized SOPs and operational guidance for health–education coordination
- Lack of clearly defined roles and responsibilities for education actors (e.g., DEOs, school administrators, teachers)
- Limited institutionalization of CSO engagement within immunization systems
- Fragmented and non-endorsed materials for CSO-led demand generation
To address these gaps, Jhpiego seeks to engage a senior-level consultant to develop, validate, and support the institutionalization of SOPs, guidelines, and operational frameworks for both the education sector and CSO engagement within national and provincial immunization systems.
