1. Background

Civil Society Human & Institutional Development Program (CHIP) is implementing a human-centric approach to improve immunization coverage in 5 districts Khyber Pakhtunkhwa (Khyber, Dera Ismail Khan, Bannu, Lakki Marwat and Peshawar). The program focuses on community engagement, behavior change, and targeted communication to reach zero-dose and under-immunized children.

Broadcast media (FM radio and local cable networks, Social Media & Robocalls etc.) is a key channel to effectively reach underserved populations. CHIP intends to engage a qualified consultant/firm to design and implement a media campaign in above mentioned districts.

2. Assignment Title

Designing a media Campaign/Broadcasting of Awareness Messages on Radio, Cable and telecom Networks through Robocalls and messages in KP.

3. Objectives

  • Increase awareness of routine immunization and zero-dose children through technology;

  • Generate demand for vaccination services;

  • Disseminate culturally appropriate, evidence-based messages; 

  • Ensure high-reach and high-frequency broadcasting.

4. Scope of Work

4.1 Message Adaptation

  • Convert CHIP-approved messages into audio/video formats

  • Ensure messages will be Audible, actionable, audience-specific, and culturally relevant

  • Translate into local languages

4.2 Media Planning

  • Identify and engage FM radio stations, cable networks, and relevant TV platforms, telecom, social media actors;

  • Develop a district-wise media plan including frequency, time slots, and reach

4.3 Content Production (Telecom & Social Media Perspective)

Develop and disseminate multi-platform content, including:

  • Radio spots (30–60 seconds): Professionally produce, audience-targeted audio messages for broadcast through local FM channels and telecom-supported IVR/ring-back tone platforms where applicable. 

  • Short video messages & cable scrolls: Engaging video content optimized for social media platforms (e.g., Facebook, WhatsApp, YouTube) alongside concise awareness scrolls for local cable networks. 

  • Interactive radio programs: Facilitate expert-led sessions by inviting EPI Coordinators to share key messages, respond to public queries, and reinforce immunization awareness. 

  • Approval protocol: Ensure all content is reviewed and approved by CHIP prior to dissemination across telecom, broadcast, and digital channels.

  • Messages dissemination through Robocalls

4.4 Campaign Implementation

  • Execute broadcasting across all 5 districts;

  • Ensure agreed frequency and consistency;

  • Coordinate with CHIP field teams and District Health Offices;

4.5 Monitoring & Reporting

  • Maintain broadcast logs (date, time, duration, channel);

  • Provide evidence (recordings, certificates, screenshots);

  • Submit periodic and final reports

8. Eligibility Criteria

  • Registered firm/consultant with valid NTN;

  • 5–7 years of relevant experience;

  • Experience in KP region;

  • Strong portfolio of radio/cable campaigns;

  • Knowledge of immunization/BCC preferred.

9. Proposal Requirements

Technical Proposal

  • Understanding of assignment;

  • Methodology and work plan;

  • District-wise media strategy;

  • Monitoring & reporting approach;

  • Relevant experience & team details.

Financial Proposal

Detailed budget (PKR), including:

  • Production costs;

  • Airtime costs;

  • Operational/logistics costs;

  • Clearly mention applicable taxes.

Consultants need to be submitted their technical and Financial proposal within due date. Late submissions will not be considered.

  • Evidence of relevant experience (portfolio of previous media campaigns/radio productions) must be included.
  • The firm/consultant shall ensure compliance with all applicable regulatory and broadcasting requirements.
  • Payment terms will be linked to satisfactory completion of agreed deliverables.
  • CHIP reserves the right to accept or reject any or all proposals without assigning any reason.
