Social and Gender Specialist

Location: Lahore, Pakistan

Project: Punjab Resilient And Inclusive Agriculture Transformation (Priat) Project 

Position Purpose: The Social and Gender Specialist will provide intermittent technical support to ensure that gender equity, social inclusion, and social safeguard considerations are effectively integrated into project design, implementation, monitoring, and reporting. The role will focus on addressing the specific risks, needs, and vulnerabilities of marginalized groups, particularly women, in line with donor and government safeguard requirements.

Qualification:

• Master’s degree in Social Sciences, Sociology, Gender Studies, or a related discipline.

Experience:

• Minimum five (05) years of proven experience in social safeguards and gender equity, preferably within donor-funded or development sector projects.
• Demonstrated experience in addressing the risks, needs, and vulnerabilities of marginalized and vulnerable groups, particularly women.
• Desirable: Experience or a basic understanding of Gender-Based Violence (GBV), Sexual Exploitation and Abuse (SEA), and Sexual Harassment (SH), including referral pathways and case management protocols.
• Prior experience working in Punjab is essential.
• Fluency in English (written and spoken) is required; knowledge of Urdu is essential, Punjabi preferred.

Key Responsibilities:

1. 1.Gender & Social Inclusion Integration:
• Provide technical guidance to integrate gender equity and social inclusion across project activities.
• Review project interventions to ensure they are responsive to the needs of women and marginalized groups.
• Support the identification and mitigation of potential social and gender-related risks.

1. 2.Social Safeguards & Risk Management:

• Support implementation of project social safeguard frameworks, including gender-related commitments.
• Advise on measures to prevent, mitigate, and respond to social risks, including GBV/SEA/SH where relevant.
• Review and strengthen grievance redress mechanisms to ensure gender responsiveness and accessibility.

1. 3.Capacity Building & Technical Support:

• Provide intermittent training and orientation to project staff, partners, and field teams on gender, social inclusion, and safeguards.
• Develop or review guidance notes, tools, and checklists related to gender and social safeguards.

1. 4.Monitoring, Reporting & Documentation:

• Support gender-sensitive monitoring and reporting of project activities and outcomes.
• Review project reports and documentation to ensure adequate coverage of gender and social inclusion aspects.
• Contribute to donor reporting, assessments, and supervision missions as required.

1. 5.Stakeholder Engagement:

• Support engagement with government counterparts, community groups, and implementing partners on gender-related issues.
• Provide technical input during consultations with women, vulnerable groups, and local communities.

• Practical knowledge of GBV/SEA/SH risk management principles.
• Strong analytical, advisory, and report-review skills.
• Ability to work independently on an intermittent basis.
• Strong communication and coordination skills.
