Job Summary:

The Safeguarding Officer will be responsible for the implementation, monitoring, and reporting of safeguarding measures across all project activities. S/he will ensure that children, particularly girls, and vulnerable adults are protected from harm, abuse, exploitation, and neglect throughout project implementation.

Task descriptions

Objective # 1:

Monitoring & Risk Mitigation

 

  • Organize training and capacity building of teachers, PTCs and head teachers on literacy, numeracy, safeguarding, and inclusion.
  • Conduct regular field visits to identify potential safeguarding risks in project locations.
  • Work with the project team to develop and implement risk mitigation plans.
  • Ensure all project materials (IEC, visibility items) include safeguarding messages.
  • Ensure timely implementation of monthly events, PTCs meetings as per budget.

 

Objective # 2:

Community Engagement

 

  • Ensure project staff and partners understand and adhere to the organization's Safeguarding Policy and Code of Conduct.
  • Disseminate safeguarding guidelines to all stakeholders, including teachers, PTC members, and community volunteers.
  • Ensure safeguarding is mainstreamed into all project activities (trainings, health camps, distributions, etc.).
  • Raise awareness among children, parents, and teachers on their rights and available reporting channels.
  • Engage with PTCs, school leadership, and community elders to promote a safe environment for girls' education.
  • Conduct community awareness sessions on positive parenting, child rights, and prevention of abuse.
  • Work closely with female teachers, community mobilizers, and volunteers to identify and address safeguarding concerns.
  • Organize training for school leadership/Safeguarding focal persons on safeguarding.
  • Promote parental engagement and school-community linkages.  

Evaluation & Learning

  • Establish and manage safe, accessible, and confidential feedback and complaint mechanisms for children and community members.
  • Receive, document, and respond to safeguarding concerns in line with organizational protocols.
  • Maintain a safeguarding register and ensure timely reporting of incidents to the Project Manager and Safeguarding Focal Person.

Objective # 3:

Data Management & Reporting

  • Prepare monthly safeguarding reports for internal and donor reporting.
  • Document case studies, success stories, and lessons learned related to safeguarding interventions.
  • Ensure all safeguarding data is stored securely and shared only on a need-to-know basis.
  • Maintain updated records of teacher training, student attendance, learning assessments, and SMC activities.

Other Responsibilities

  • Perform any other duties assigned by the line manager relevant to the ILMpact Education Project.

Job Specifications:

Education:

Master’s degree in Social sciences, Psychology, Gender Studies, Law, or related field from HEC-recognized university.

Work Experience:

  • Minimum 3–5 years of relevant experience in Education, child protection, safeguarding, PSEA, or gender-based violence (GBV) roles, preferably in education or humanitarian projects.
  • Strong coordination, communication, and analytical skills.
  • Willingness to travel to field locations.

Skills and Competencies:

  • Strong commitment to child rights and gender equality.
  • Knowledge of RL, TaRL and ECE approaches.
  • Empathy, patience, and ability to build trust with children and communities.
  • Excellent coordination and networking skills with government and civil society actors.
  • Ability to work under pressure and respond to emergencies.
  • High level of integrity, professionalism, and ethical conduct in handling sensitive cases.
